The National Pension System (NPS) is an attempt towards providing adequate retirement income to every citizen of India. NPS aims at ensuring financial security to every citizen by encouraging them to start contributing towards the old age saving.

NPS has been designed to enable the subscribers to make optimum decisions regarding their future through systematic savings during their employment. NPS seeks to inculcate the habit of saving for retirement amongst the citizens.

Initially launched for Central Government employees, later it was offered to employees of various State Governments, corporate, and individual citizens belonging to unorganized sector and economically disadvantaged sections (NPS-Lite).

In order to promote NPS and extend NPS benefits to maximum possible target beneficiaries, Government of India has recently launched “Swavalamban” scheme. Government of India announced a scheme under the name of ‘Swavalamban Yojana’ in which government has made a provision to pay an incentive contribution to each subscriber of Unorganized sector who is willing to participate in this scheme and fulfilling eligibility criterion.

Under Swavalamban scheme Govt. of India (GOI) will contribute Rs. 1000 per year (for a period of four years) to every National Pension System (NPS-Lite) account opened where in the subscriber is not covered under employer assisted retirement benefit scheme and also not covered by social security schemes under any of the following laws:
** Employee Provident Fund and Miscellaneous Provision Act, 1952
** The Coal Mines Provident Fund and Miscellaneous Provision Act, 1948
** The Seamen’s Provident Fund Act, 1966
** The Assam Tea Plantation Provident Fund and Pension Fund Scheme Act, 1955
** The Jammu & Kashmir Employee Provident Fund Act, 1961

NPS is important for the rapidly increasing population of India as it provides:
** Old age income security available to all citizens of India.
** Due to improvements in medical science and health facilities, the average life span of an individual has improved significantly. Therefore, an individual will have to save enough to last for nearly 2 decades after he/she retires.
** Increase in geographical mobility and change in social values lead to greater requirement of money at the later stage of life of an old person.
** There is considerable decline in the traditional family support for old age in urban areas due to growing number of nuclear families.

NPS – LITE (Swavalamban Yojana) aims to inculcate the habit of savings for better future of unorganized sector individuals and majority of them belongs to the rural part of the country.

On January 08, 2013 CSC e-Governance Services India Ltd. was appointed as an “Aggregator” by Pension Fund Regulatory and Development Authority to promote National Pension System (NPS) – LITE scheme (Swavalamban Yojna) among the citizens.

NPS Service was made operational on to the National Portal (www.apna.csc.gov.in) for VLE’s (Village Level Entrepreneurs) to offer it to the citizens in the month of November 2013.Citizens can avail this service from more than 1,00,000 centers which are now enable to offer NPS Lite – Swavalamban Scheme online . Citizens are offered online Swavalamban subscriber enrollment application making the transaction safe and accounted along with instant issue of system generated contribution receipt. CSC’s are leveraging the available IT infrastructure and local administration to promote Swavalamban Yojna to the masses.

The NP S LITE scheme enables the VLEs to generate sustain source of income and also benefit community by socially empowering them. We target to cover all CCS offerning NPS-Lite. The Present process need to be simplified for enrollement and based on e-KYC . Once simplified we should be able to enroll one Million Rural citizen.
