The Public Grievances Department has the jurisdiction over the entire State of Goa, for the purpose of receipt, co-ordination and monitoring of the public grievances arising out of the functioning of the various government organizations.

It will also co-ordinate with Central Government Departments in cases in which any resident of Goa is having any grievances against Central Government Departments/organizations.

Services notified under The Goa:
Directorate of Accounts:
1. Submission of the service book a non –gazetted government employee, to the Director of Accounts for determining qualifying service.

Time limit:
On the employee completing eighteen years of service or on his being left with five years of service before the date of retirement, whichever is earlier

2. Determining qualifying service of a gazetted government employee.

Time limit:
On the employee completing eighteen years of service or on his being left with five years of service before the date of retirement, whichever is earlier.

3. Submission of the pension proposal to the Director of Accounts in case of retirement on superannuation of non gazetted employees.

Time limit:
Six months prior to the date of retirement on Superannuation.

4. Submission of pension proposal to the Director of Accounts in case of retirement on superannuation of gazetted employees.

Time limit:
Six months prior to date of retirement on superannuation

5. Authorization/ sanction of the pension, in case of retirement on superannuation of non – gazetted employees.

Time limit:
On the day of retirement on superannuation provided theproposal is submitted complete in all respects, by the Head of Office six months prior to retirement

2. Where can the grievances be sent?
The grievances can be sent to :
a) The Department of Administrative Reforms and Public Grievances.(DAR&PG) (pgportal.gov.in)

b) The Department of Pensions and Pensioners’ Welfare.(DP&PW) (pgportal.gov.in/pension/)
The above nodal agencies receive grievances online through pgportal.gov.in as well as by post or by hand in person, from the public.

3. How do I lodge the grievance?
a. The grievances can be lodged online on pgportal.gov.in.
b. In cases where internet facility is not available or even otherwise, the citizen is free to send her/his grievance by Post. There is no prescribed format.
c. The grievance may be written on any plain sheet of paper or on a Postcard / Inland letter and addressed to the Department.

4. What happens when I lodge the grievance?

The grievance is acknowledged online or by post. A unique registration number is given to each grievance.

5. How do I track my grievance?
It may be tracked on the pgportal by clicking view status and entering the unique registration number.
