Learner’s Licence:
Applicant for a Learner’s Licence should appear personally before the Licensing Authority with the following:

Proof of age:
Age Proof attested copies of any of the following :
** School certificate
** Pass port
** Birth Certificate
** Certificate from Central/State Govt. or a local body
** Identity card/voter list
** PAN of Income Tax card
** Certificate granted by a registered medical practioner not below the rank of a Civil Surgeon, as to the age of the applicant.
** Other authentic proof acceptable by Licencing Authority.
Proof of residence:
Residence proof – attested copy of any of the following:
** Ration Card,
** Electoral Roll,
** Life Insurance Policy,
** Passport,
** Electricity or Telephone Bill,
** Pay slip issued by any office of the Central Government or a State Government or a local body,
** House Tax Receipt,
** School Certificate,
** Birth Certificate,
Note:
** Medical Certificate in form 1A wherever applicable. An application for a medical certificate(Form – IA) shall contain a declaration in Form – 1
** 3 recent passport size photographs of the applicant.
** Remember to bring the originals of the documents whose attested copies are enclosed.
** Applicants for Transport Vehicle Licence must produce a Permanent Driving Licence for Light Motor Vehicle held by him at least for one year, medical certificate in form 1A and he should attain the age of 20 years.
** Applicants for Learner’s Licence shall pass a test regarding basic traffic signs and driver’s responsibilities.
** The Learner’s Licence so issued is valid for a period of six months from the date of issue and is renewable for another period of six months, during its validity.
To obtain a permanent license :
** You should have a valid learner license.
** You should apply after 30 days and within 180 days from the date of issuance of learner license.
** You should be conversant about the vehicle systems, driving, traffic rules & regulations.
** Approach your Regional / District Transport office of the Licensing Authority.
Please carry the following :
** Your valid original learner`s license.
** Application in Form No.4
** Applicable Fee.
** Proof of age

About Us :
The Motor Vehicles Department in the State was established in the year 1963 on Nagaland attaining the Statehood pursuant to section 133-A of the M.V.Act, 1933 (section 213 of the M.V. Act, 1988).
The powers and functions and of the Department are regulated under the provisions of the Motor Vehicles Act,1988 (then M.V.Act,1933 ), the Central Motor Vehicles Rules 1989, the Nagaland Motor Vehicles Act, 1967 and the Motor Vehicles Taxation Rules 1972.
