I. Scheme Administration :
1. The Chief Executive Officer, NORKA ROOTS shall be the administrator of the scheme and NORKA Department in Government will be the controller of the scheme.

2. All applicants for seed capital subsidy shall register their units with NORKA ROOTS in the prescribed proforma for availing subsidy. This registration is issued solely for the Purpose of evaluating the applicant for becoming a beneficiary and does not in any way mean that the applicant unit has been selected for the subsidy.

3. Eligible companies/units for availing subsidy shall be finalized by a screening committee constituted by the Chief Executive Officer NORKA ROOTS. The committee will comprise of officials from participating institutions and experts from State Government Departments.
The committee after due verification of documents and review of the projects furnished by the applicant will select the beneficiaries and their decision will be final.

4. The disbursement will be effected by NORKA ROOTS through the commercial Banks/State financial institutions that have funded the applicant unit as a back end subsidy.

The subsidy for the sanctioned project will be transferred to the financial institution(which extends the loan) as an interest free deposit which will either be released to the beneficiary/application unit on completion of loan period or the beneficiary /application unit can keep this as capital for further expansion/ modernization of their units.
The banks/financial institutions can advance the loan amount including the subsidy and no interest will be charged by the bank/financial institution on subsidy amount.

5. The seed capital subsidy for eligible units shall be retained with the financial institution lending funds as fixed deposits and will be released to the units only if:-
a. The unit will remain in operation for a period of 5 years from the date of sanctioning the Capital subsidy.
b. The applicant unit has not indulged in misrepresentation, forgery, and deception or resorted to any fraudulent ways to secure Capital subsidy.

6. Government subsidy availed under other schemes shall be a bar for availing subsidy under this scheme.
7. Quantum of seed capital subsidy will be 15% of the total project cost subject to a maximum of Rs.3 lakhs.

8. Total project cost should not exceed Rs. 20 lakhs for availing subsidy under this scheme.

9. List of activities to qualify for Capital Subsidy:
Agri-business [poultry (layer farming and broiler farming), pisciculture (Inland fish farming, ornamental fish farming), dairy farming, food processing, integrated farming, farm tourism, goattery, horticulture, apiculture, floriculture etc.]
Trading (General merchandise, buying and selling etc.)

Services (repair shops, restaurants, shops, taxi services, home stay etc.)
Manufacturing – Micro Small & Medium Enterprises (rice/flour mills, bakery products, furniture & wood industries, saloons, paper cup, recycled paper, agarbathi, IT hardware etc.)

10. The applicant unit/beneficiaries shall obtain the following statutory clearances/other sanctions for their project.. in case of agri-business, trading, services, the beneficiaries shall obtain clearances under Kerala Panchayat/Municipality Rules/Pollution Control Board.

For manufacturing units required clearances can be obtained through Single Window facility arranged at respective District Industries Centres. NORKA ROOTS should facilitate the beneficiary in getting statutory clearances including Local Self Government Institutions.

II. Definitions :
i ) Return Emigrants are individuals who have re turned permanently after living abroad at least for two years.
ii.) In case of companies/partnership/society, all shares/membership should be held by Return Emigrants themselves.

III. Forms to be submitted by Applicant/Company :
The applicant/company of return emigrants shall submit claims for Capital subsidy by registering their details here.
The following documents/files have to be uploaded :
1. Passport size photograph (in .JPG format)
2. Copies of relevant pages of Passport (in .PDF format)
3. Project Summary (in .PDF format)
So the applicant has to make ready the above three files before using the registration page.
