Export Development Fund (EDF):
Following the announcement of the Prime Minister on June, 21-22, 2000 at Shillong, an Export Development of Fund (EDF) has been set up for promotion of the export development in the North Eastern Region including Sikkim.

The fund was set up initially with a corpus of Rs 5 crores and thereafter further contribution to the fund is to be provided by the Ministry of Commerce & Industry from any other budgetary or non budgetary sources of the government which is to be managed by the Agriculture & Processed Food Products Export Development Authority (APEDA) under the instruction of the Department of Commerce.

Achievements
:
The Department of Trade and Commerce has so far, after thorough examination forwarded seventeen (17) proposals to Director, States Cell, Ministry of Commerce Govt. of India for consideration in the Empowered Committee Meeting. Till now, none of proposals has been considered by the Govt. of India.

ASIDE: Central Assistance to States for Developing Export Infrastructure and Other Allied Activities
The Ministry of Commerce, Govt. of India is implementing a central scheme, ‘Central Assistance to States for Developing Export Infrastructure and Other Allied Activities’ (ASIDE) for promotion and facilitation of export commodities and creation of necessary infrastructure in the state in order to maintain lower cost of production so as to make our exports internationally competitive.

The objective of the scheme is to involve the state in the export effort by providing assistance to the state government for creating appropriate infrastructure for the development and growth of exports as the states do not often have adequate resources to participate in funding of infrastructure for exports.

Achievements:
For effective implementation of the ASIDE scheme in the state and also as required under para 8.1 of the guideline for ASIDE (see Appendix-II), a State Level Export Promotion Committee (SLEPC) has been constituted under the Chairmanship of the Chief Secretary of the state.The committee examines, prioritizes and sanctions the various proposals under the scheme.

The composition of the committee is as under:-
i. Chief Secretary, Govt. of Arunachal Pradesh, Itanagar -Chairman
ii. Secretary Trade and Commerce -Member
iii. Joint Director General of Foreign Trade, Guwahati -Member
iv. Addl. Commissioner Custom, NER, Shillong -Member.
v. Director Trade and Commerce -Member Secretary

Terms & Conditions:
i. APEIDA/Deptt. Of Trade & Commerce shall release in installments basis as per requirement of the works to the concerned Executing Agency EE(PWD) of concerned Division.
ii. The time frame for completion of the project is 15 months. The date of this fund release should be reckoned as the date of start of the project. Target frame is to be followed strictly.

iii. Immediately on receipt of this communication, the executing agency, keeping in view the target date would firm up the quarterly physical and financial targets and convey them within one month to this department. Thereafter, quarterly report on the physical and financial progress of the project/scheme shall be furnished to this department within 10 days of the close of the quarter.

iv. The project shall be implemented strictly in time and quality & workmanship should be that of International Standard, as these facilities shall also be used by the international bodies/departments as and when need arises.
v. The fund shall be utilized strictly for the purpose for which they are being approved. No diversion of fund and revised estimate provision is allowed.

vi. The Executing Agency shall properly utilize funds & utilization certificate on prescribe proforma shall be submitted to the Department of Trade & Commerce, Govt. of Arunachal Pradesh within a period of nine months from the date of release. In case, the funds are not utilized within the stipulated time, the executing agency should approach the department of Trade of Commerce, Govt. of Arunachal Pradesh with proper justification for revalidation.

vii. The Director of Trade & Commerce, Govt. of Arunachal Pradesh shall be the nodal officer for the project who will be responsible for monitoring of the work at state level.
viii. Deputy Commissioner of the respective area/jurisdiction shall also monitor the quality and progress of the works.
ix. The Executing Agency EE (PWD) of concerned division shall obtain necessary technical clearance etc. required for the project/schemes as per the laid down procedure.
x. The Executing Agency shall send requirement of funds along with work plan to the Director, Trade & Commerce, Govt. of Arunachal Pradesh so as to enable the department to consider the release of subsequent installment for the project.
