Membership

To become a Registered Textile Exporter (RTE) the basic requirement is to obtain an Import-Export License (and get the unique IE code) from the office of the respective Joint Director General of Foreign Trade, and register with the Export Promotion Council.

There are two type of membership in the Council viz.:
(1) Registered Textile Exporter (RTE)
(2) Member

All new exporters shall be registered initially as RTE and converted subsequently as Members depending on their eligibility after one year.

(1) Registered Textile Exporters (RTE):
** Exporters who enroll with the Council are initially called RTE. Any manufacturer, processor, and exporter of handlooms can take RTE. Export turnover performance is not a condition to become a RTE. Membership can be done either in the Council’s head office at Chennai or at the regional office at New Delhi.

** Application forms duly filled in along with the following documents may be sent to the Head Office or Regional Office at New Delhi in person or by post and the Council will issue the Registration-Cum-Membership Certificate (RCMC) within 2 weeks, if the applications are in order.

The applications duly filled in should be sent to the Council along with the following documents:
1. Demand draft for Rs.9,690/- in favour of ‘THE HANDLOOM EXPORT PROMOTION COUNCIL, CHENNAI
2. Self attested photocopy copy of the Import Export Certificate (IEC) Number issued by the Jt. Director General of Foreign Trade.
3. Self attested photocopy copy of PAN card issued by the Income Tax Department.
4. In the case of Partnership firm, a self attested photocopy of the entire Partnership Deed.
5. In the case of Joint Stock Company or a Society of any other Corporate Body self attested copy of Memorandum and Articles of Association (along with Form 32 in chase change of representatives), a resolution by the Board of Management of the Corporate Body agreeing to apply for RTE.

The resolution should be in the following manner :
“We hereby agree to apply for the RTE of the Handloom Export Promotion Council and abide by the Rules”.

6. According to the Articles of Association of the Council, you have to nominate an authorized representative as indicated below:
a. Only one of your partners in case yours is a PARTNERSHIP FIRM and the same should be attested by any other partner than the nominated authorized representative.
b. Only the Proprietor/Proprietix should be self nominated in the case of PROPRIETORY CONCERN.
c. Only one of the Directors should be nominated as the authorized representative in case of limited Companies and Association. Specimen Signature of the nominated representative should be duly filled-in as per the instructions given in Annexure ‘1’.
