Sarv Shiksha Abhiyan
** Sarv Shiksha Abhiyan (SSA) is Government of India’s flagship programme for achievement of universalization of Elementary Education (UEE) in a time bound manner, as mandated by 86th amendment to the Constitution of India making free and compulsory Education to the Children of 6-14 years age group, a Fundamental Right.

** SSA is being implemented in partnership with State Governments to cover the entire country and address the needs of 192 million children in 1.1 million habitations.
** The programme seeks to open new schools in those habitations which do not have schooling facilities and strengthen existing school infrastructure through provision of additional class rooms, toilets, drinking water, maintenance grant and school improvement grants.
SSA programme aims to provide :
** A clear time-frame for universal elementary education.
** A response to the demand for quality basic education all over the country.
** An opportunity for promoting social justice through basic education.
** An effort at effectively involving the Panchayati Raj institutions, the School Management Committees, the Village Education Committees, the Parents’ Teachers’ Associations, the Mother Teacher Associations, the Tribal Autonomous Councils in the management of elementary schools.
** An expression of political will not universal elementary education at the highest level
** A partnership between the Central, State and the local government.
** An opportunity for States to develop their own vision of elementary education.
A look at the chart below reveals the sharp increase in SSA and the Right to Education funding to Maharashtra from the central government. The figures are a clear indicator of the work being done and the seriousness of the State Government and the SSA Office in Maharashtra in formulating a budget with sound data backing.
Kasturba Gandhi Balika Vidyalaya :
Kasturba Gandhi Balika Vidyalaya (KGBV) is a scheme launched in July 2004, for setting up residential schools at upper primary level for girls belonging predominantly to the SC, ST, OBC and minority communities. The scheme is being implemented in educationally backward blocks of the country where the female rural literacy is below the national average and gender gap in literacy is above the national average.
KGBVs will be set up in those EBBs that do not have residential schools for elementary education of girls under any other scheme of Ministry of Social Justice and Empowerment and Ministry of Tribal Affair. The scheme provides for a minimum reservation of 75% of the seats for girls belonging to SC, ST, OBC or minority communities and priority for the remaining 25%, is accorded to girls from families below poverty line.
Objectives:
** To ensure access to the disadvantaged girls
** To provide quality of education to all girls
** To make school environment girl child friendly
Target Beneficiaries:
** Out of school girls who are unable to complete Upper Primary education in difficult area
** Adolescent girls who are unable to go regular school (upper primary level)
** Younger girls of migratory population in difficult areas / scattered habitation that do not qualify for a school
** Priority of 75% enrollment to girls from SC/ST/OBC and minorities communities and 25% to girls from BPL
Strategy and component:
** To set up residential schools where minimum of 50 girls from SC/ST and minorities available to study. The number can be more than 50 depending on the number of eligible girls
** To provide necessary infrastructure for these schools
** To prepare and procure TLM and aids for the schools
** To put in place appropriate system to provide necessary academic, evaluation and monitoring support
** To motivate and prepare girls and their families to send them to Residential Schools
The scheme of KGBV has played a significant role in narrowing gender gap in the educationally backward blocks of Maharashtra. The scheme was launched in 2004-05. It has been implemented in 40 blocks out of sanctioned 43 KGBVs in the State. A total of 4,159 girls have been enrolled in 43 KGBVs.
All the KGBVs are of Model I, comprising 100% of the targeted enrollment. Out of 43 KGBV, 28 are run through SSA and 15 by NGOs. Each KGBV has sanctioned 14 posts of Teaching & Non-Teaching staff. Out of 560 sanctioned posts 308 are in position. The KGBVs have been effective in getting the out-of-school girls in school and the scheme is functioning well.
