Important Points to be noted :
1. Address of the BEAMS website :
beams.maharashtra.gov.in/examples/BudgetMVC. The site can also be accessed from maharashtra.gov.in under link at important website Budget Distribution System 2008-09 (Live Mode) and Budget Distribution System (Training Mode)

2. User ID & Password :
** The 10 digit DDO code will be given to the Refunding processing officers. The same will be User ID & Password initially.
** The user ID remains constant.

** After first time login you have to set your password. (Assistant & Approver mode)
** The system has two modes i.e. Draft & Final. Each has separate password.

** The password should be minimum 6 & maximum 10 characters. You can change your password in ‘Change password’ option menu from the tab ‘Maintenance’.
** In case you forgot your password, to reset the password, please contact Finance Department in Mantralaya.

Refund Processing

Step (I) -Grant Allocation for Refund :
3.1 Grants for refund will be allocated by Finance Department to Commissioner of the Sales Tax. Further Commissioner of the Sales Tax will allocate them to the respective Refund Processing Authorities.

Step (II) –Draft Mode :
3.2 Initially by using the User ID & Assistant Password you have to login to the system.
3.3 The grants available under various schemes for processing refunds will be displayed.

3.4 Click on the object code i.e. 70 of the desired scheme.
3.5 You get the format, fill it and submit. You will get the draft Authorisation Slip. Then sign-out

Budget Estimation, Allocation & Monitoring System is an online computerised system to distribute the budget and to authorize expenditure. As soon as the budget is released, the departments can allocate funds to their field officers through this system. All the expenditure is thereafter not only checked for budget availability before the bills can be submitted, but also the monthly cash flows are controlled against pre-determined targets. This system permits the re-appropriation of funds within the prescribed limits and allows withdrawal/surrender of budget grants. The system provides limited facility to modify cash flows.

MIS section gives various reports on budget authorizations, cash flows, fund transfer transactions and authorization slips generated. For reports on expenditure/receipt data from Treasury Net, please login to Koshwahini. This will give more realistic picture of actual expenditure and bills in process.
