Deep Borewell Secha Karyakrama Scheme :
Government of Odisha launched the scheme in 2010-11 to explore ground water resources in hard rock areas of the state.

The main objective of the scheme is to provide irrigation facilities to small and marginal farmers through installation of deep borewells covering cultivated area of minimum two hectare.
It was proposed to install around 4000 nos of borewell projects each with an ayacut of approximately 2 Ha at an estimated cost of approximately Rs 2.5 lakh to bring around 8,000 Ha under assured irrigation in both khariff and rabi for 2010-11 in 17 districts of the state.
Subsequently, the unit cost of the borewell was enhanced to Rs. 3.15 lakh during the year 2012-13 and now it has been enhanced to Rs.3.64 lakh and the facility has been extended to 26 districts of the state (18 Non-KBK districts, 8 KBK districts) excluding Bhadrak, Kendrapara, Jagatsinghpur and Puri district.
Priorities :
priority for implementation would be given in blocks having less than 35% irrigation coverage
Funding arrangement :
The average unit cost of each borewell would be around Rs.3.5 lakhs including electrical substations, power-line and pumping units.
Beneficiary contribution in the project would be 10% of the project cost subject to a maximum of Rs.20,000/-.
Beneficiary is to pay Rs.1000/- (non-refundable) after scrutiny of application and the remaining Rs.19,000/- would be paid after successful completion of drilling and testing of bore well.
Power supply would be made up to borewell point and the pumping unit. The beneficiary has to bear all cost towards service connection, inspection fee and security deposit and enter into power supply agreement with respective DISTCO.
The borewell after energisation would be handed over to the beneficiary for operation and maintenance.
Beneficiary would pay the energy charges regularly to the DISTCOs after taking over the unit.
Citizen charter :
There shall be an open invitation to farmers to derive the benefit of irrigation assistance from the Government. Farmers having minimum one acre of cultivated non-irrigated land within the proposed project command of minimum five acres (2 hectare) would be eligible to apply under the scheme.
During submission of application, a copy of the record of rights (RoR) as proof of ownership along with land details of other beneficiaries using the water, if any, coming within the project command area is required to be submitted.
Applications shall be received in prescribed format at the office of the Junior Engineer, OLIC who shall maintain a register wherein the application serial no (priority list) with date of application shall be maintained.
The Junior Engineer, receiving the application shall give an acknowledgement to the applicant indicating therein the serial number of the application, the date and time of application. The application forms are available with the Junior Engineer (Civil) of nearby Lift Irrigation sections.

May I request you to guide me for a borewell under the above scheme for 2 farmers with landholdings 4.51 acre and 1.16 totalling to 5.67 acres at ATHGARH, Cuttack district?
I want to have a deep bore well for irrigation purpose in my parental village Datarampur, Alanda, Rajgangpur, Sundargarh, Odisha. The Last Date for filling of online application was 31/12/2017 for 2018. This year, I have failed to get registration. So I request you to please inform me about the extension of date if any in this regards so that, I may be fill up my form for registration of my name in this Scheme.
I want to avail this bore well facility. What is the cost of digging the bore well?
