Documents Required

** Proof of Ownership of property by new owner (either one is needed and must be certified by notary
a) Registry
b) Will
c) Decree from Registrar
** Affidavit with photograph from new owner attested by executive magistrate requesting the changeof ownersip
** Copy of House Tax Assessment Notice/House Tax Receipt
** Certified Location Map (clearly indicating location of property)
** Identity Proof (2 different Identity proofs are needed)
a) Driving Licence
b) Voter Card
c) Government Identity Card
d) PAN Card
** Attested Copy of passport size photograph.
** No Objection Certificate(if required).
* In case the change in ownership is caused because of death of original owner then Death Certificate is also required.
* In case if the property being owned is not from the owner as mentioned above then provide copies of entire chain of ownership transfers as single attachment.

1. What are the various modes of payment available?
The payment modes are as under :
1. Online Payment through MCG website.
2. Cash up to Rs 5000 till 27th Feb, 2017 payable at the Citizen Facilitation Centers of MCG
3. Local account Cheque in case payment is above Rs 50,000 till 20th March, 2017 at the Citizen Facilitation Centres.

4. Bank Draft.
5. Card payments i.e. Debit Card, Credit Card, RTGS &Paytm.
6. All Axis Bank Branches.

2. What if my property tax is more than expected or calculated?
Property tax payers can submit a formal request for adjustment of excess payment of property tax with the relevant/supporting documents like :
a) Size of plot – Conveyance/Sale deed, allotment letter.
b) Covered/Carpet area – Building plan.
c) Rented Unit –Registered lease deed/agreement.
d) Building use –photograph.

3. Should all unauthorized/unlawful properties and properties in revenue layout that have not been assessed to tax, to pay property tax?
All type of properties falling under the MCG limit are liable for property tax. However assessment/deposit of property tax does not confer any right title or interest in the property, owner and occupier as per Section 93(2) of HMC Act, 1994.

4. Can I pay the property tax for an individual unit in an apartment for which neither plan nor occupation certificate is obtained?
Yes, tax payers can deposit the property tax through self-assessment under section 87 A of HMC Act, 1994.

5. Should I pay the tax from date of issue of Occupation Certificate?
The tax payers can deposit their property as per Completion/ Occupation Certificate of Building, as the case may be.

6. Whether I am liable to pay the property tax in case the previous owner of the property did not deposit property tax.
Yes, the Assess is liable to deposit the due property tax for that period also. Any purchaser or owner of property is duty bound to inform the Municipal Corporation of transfer or sale of property. Failure to inform ensures that liability for payment of property tax transfers to the buyer of the property.

7. Where to obtain the certified location map from? What is it? Who certifies it?

8. Just wanted to understand that if a property has 3 owners ( all are alive) and if we need to change the change of ownership in property tax site of Gurgaon then do we need to upload attested copy of affidavit for all 3 owners or any 1 or 2 people can do that by uploading documents online ? If we upload all documents then generally in how many days the request gets completed ?
