CPAO Grievances

** Pensioners may e-mail their specific problem related to processing of their pension papers at CPAO to the mail id cccpao AT nic.in. Quoting their PPO Number.
** If required, they can meet Dy. Controller of Accounts/Controller of Accounts/Chief Controller (Pensions) in CPAO between 4-5 P.M. on Mondays,Wednesdays and Fridays in connection with any specific grievances.

** Pensioners are requested to invariably mention the full PPO No. (12 digit) in any correspondence. In case a Pre-1990 pensioner is not having a 12 digit PPO No. he/she may mention old PPO No., Ministry and the date of retirement.
** Former MPs and Freedom Fighters may please indicate full string in old PPO No.
** For convenience of pensioner a toll free no. 1800-11-77-88 has been installed in CPAO which is dedicated for getting the grievances of pensioners . All the pensioners can call this no. for registration and subsequent follow-up of their grievances.

CPAO’s Profile :
The Central (Civil) pensions are authorized through Central Pension Accounting Office (CPAO) functioning under the Controller General of Accounts. CPAO is administering the ‘Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Banks (both Public Sector and some Private sector Banks)’. Its functions include :
** Issue of Special Seal Authorisations (SSAs) for pension payments to Authorised Banks.
** Preparation of budget for the Pension Grant and accounting thereof.
** Reconciliation with and performance review of banks with respect to pension payments and disbursements.

The coverage of the Scheme extends to all pensioners of the Central Government employed in Civil Ministries/Departments (other than Railways, Posts, and Defence), National Capital Territory of Delhi, Union Territory Administrations without legislatures, retired Judges of the High Courts and the Supreme Court and All India Service Officers. This Scheme also covers payment of pension to former Members of Parliament and the payment of pension and other amenities to the former Presidents/Vice Presidents of India. The working of CPAO is fully computerized.
CPAO was created with the primary objective of simplifying procedure and reducing the number of agencies for pension payment and to expedite the process of authorization, revision and transfer of pension through Authorized Banks.

FAQ On CPAO

1. Who is responsible for initiating pension case of a retiring Govt. servant?
Head of Office is responsible for initiating pension cases of retiring Government Servant. He undertakes the work of preparation of pension papers with reference to the provisions of the rules applicable regarding timelines; he has to undertake the preparation of pension papers two years before the date of superannuation and is required to complete the pension papers eight months prior to the date of retirement of Govt. Servant

2. Is the Head of Office supposed to apprise the government servant of the details of his pension case?
Yes, He is supposed to give a copy of the pension calculation sheet to the pensioner, which will include the details of period of service rendered, date and rate of last increment and scale of pay etc.

3. When the Head of Office should forward the pension papers in Form-5 and Form-7 to PAO?
After complying with the requirements of CCS Pension Rules-59 & 60, the Head of Office has to forward to the Pay & Accounts Officer form 5 and form 7 duly completed with a covering letter in form 8 along with service book of the Government servant duly completed up-to-date and any other documents relied upon for the verification of service, not later than six months before the date of Retirement of Government Servant.

4. What should the Head of Office do if he finds any information missing from the pension documents forwarded to PAO?
If after forwarding the pension documents to the PAO, the Head of Office comes across any event that may have a bearing on the admissible pension; he should immediately intimate the same to the PAO.

5. What is the role of PAO in respect of pension processing?
The Pay & Accounts Officer, on receiving the pension papers, is to verify the service records and apply prescribed checks with reference to the applicable Pension rules, and assess the amount of pensionary benefits.

After applying the necessary checks, he prepares the Pension Payment Order (PPO) in the Proforma given in CAM-52 and forwards the same to the Central Pension Accounting Office under the Special Seal Authority for arranging the payment through authorized bank. The final responsibility of the correctness of calculations and authorization of admissible pension is that of the PAO.

1. I am retired from Ammunition Factory, Kirkrr, Pune, as a chargeman Grade I, and I was issued with PPO Number C/FYS/11264/93, in category defence 6. When I am searching my doubts in CAPO sites, they are asking a 12 digit PPO Number. I am not issued with a 12 digit PPO. Please help me.

2. I have retired from office of the Chief Commissioner of Service Tax Zone Mumbai on 30-04-2017. My PPO number is 511511700182. However in spite of lapse of more than five months, I have yet not received my pension. What is the time limit for start of pension for a retiree?i.e. within one month or two months after retirement a retiree shall get his pension or there is no time limit fixed and the retiree is at the mercy of the mercy of the pension office/bank staff. If any time limit is fixed than whether, I am entitle for the interest on the unpaid amount of pension for last more than five months. I have been informed that, some my colleagues have already received their pension within two months from the date of their retirement.

3. My husband died on 15-07-16. His PPO number is 239039214904 but my name is not in PPO. What can I do for family pension?

Answer:
Madam, If you are legally married, Please obtain a Legal Heir Certificate from the State Revenue Department and apply to the Pension Disbursing Authority to include your name as legal heir of your late husband in the PPO Number 239039214904 in order to get family pension. Even after submission of this information, if the Pension Disbursing Authority did not respond, you please file a case in the Court of Law seeking inclusion of your name in the PPO for family pension. This is the legal procedure known to me.

      Reception Date is 23/11/2017. Pension Payment Order/Revised Authority has been received on above date and if found complete will be processed and dispatched to the bank in 21 days from above date.

    First of all I express my sincere thanks for the PGPORTAL that they have announced me in a message on 29.08.2016 that my grievance payment has been disposed. Respected Madam, this information has given for me on 29.08.2016 at 18.00 hrs. But, till now, I am unable to get any payment advise from the bank.   • My grievance with registration number-SCRLY/P/2016/00221. It is stated as my complaint has been replied and closed. I am unable to see the reply. Please check and post again.

  • My grievance id is PMOPG/E/2016/0240011. However I am not been able to check it as I am getting an error message of, "Please provide valid registration number".

  • A Public Grievance registered under(CPGRAMS) DARPG/E/2016/07337 dt-4th May,2016 relating to Cyber Offense,commenced during 2015-16,relating to supply of herbal Seeds in terms of the Purchase Order issued by the UK based Pharmaceuticals ,later found to be a fake one. The entire fund towards purchase of Seeds from Indian subsidiaries(Co accused) were lost through internet media.
    The DARPG Dept has since referred the Cyber offense to SPL Commissioner OF Police, Barkhamba Rd,New Delhi vide memo no 14036/03/2016-UTP(Misc)dt-25.5.2016 for appropriate action.
    Waiting for further development. The fraudsters appears to be in and around Delhi.
    Anxiously waiting for further development and want to add few more A/c details of transactions for verification & recovery of funds.
