Procedure for Updation/ Downloading of NCPR Data :
** Access Provider shall maintain Provider Customer Preference Register (PCPR) in the format as indicated vide TRAI letter no 305-17/2010-QoS dated 2.12.2010 or as specified by TRAI from time to time.

** Access provider shall create a VPN with the server hosting PCPR data to the server hosting NCPR for updation of NCPR data by PCPR.
** Access Providers shall update NCPR with the changes in PCPR data once in twenty four hours using VPN through website nccptrai.gov.in
** The Access provider shall login using its user name and password and click upload button to upload changes in PCPR data.
** Access provider will upload the changes in PCPR data indicating number of records and the file name.
** Agency maintaining the NCPR will generate a unique reference number
** Agency maintaining the NCPR will make available the uploaded file by the access
** Agency maintaining the NCPR will also indicate discrepancies
** Access provider shall verify the correctness of the data
** The corrections, if any, shall be incorporated and the file
** Access provider can also download the copy of its PCPR data available with the agency.
** The agency shall update the NCPR with the data received from the Access Providers
** The delta data so updated (both additions and deletions in NCPR)
** The Access Providers shall update their national customer preference
** The agency shall also maintain an updated NCPR database.
Downloading And Use Of The Data From National Customer Preference Register (Ncpr) By Access Providers :
** Every Access Provider shall be given a user name and the password to download NCPR data using website nccptrai.gov.in
** Keeping in view the high volume of the NCPR data, every Access Provider will initially be provided dump of updated NCPR data by agency maintaining Telecom Commercial Communication Customer Preference
** Access Provider shall make necessary arrangements to download the delta data
** Access Provider has to download the changes in NCPR data from website nccptrai.gov.in using their user name and password.
** The Access Provider after login on the website will click on download button and choose NCPR data to download it. The data download will be provided in comma separated variable (CSV) format.
** The Access Provider will use this downloaded data (Change in NCPR data) to update the local NCPR database. This updated database will be used for filtering of all voice calls and SMSs originated by registered telemarketers.
** The database updated on Tuesday shall be operational from 0000 Hrs of Wednesday to 2359 Hrs of Friday. Similarly the database updated on Friday shall be operational from 0000 Hrs of Saturday to 2359 Hrs of Tuesday.
