Industries Assam Boneej Scheme

“Boneej” a special scheme to assist the rural industries of the state and it was announced by the Hon’ble Finance Minister’s in his Budget speech on 26th July, 2016.

Objective of the Scheme

The basic objective of the scheme is to provide special grant for rural industrial enterprises in traditional and micro sector in Assam.

Area of Implementation

All district excluding those within the jurisdiction Karbi- Anglong Autonomous District Council, NC Hills Autonomous District Council and Bodoland Territorial Autonomous Districts would be covered.

Assam has the following rural industries , viz :

2. Bell metal
3. Cane & Bamboo products
4. Jute Craft
5. Water Hyacinth
6. Sital Pati
7. Gold and Silver smith (Jewellery)
8. Pottery / Terracotta
9. Black smithy
10. Wood carving
11. Fire works
12. Musical Instruments
13. Wood carving
14. Decorative wax base candle.
15. Japi
16. Musk
17. Bag making , Folder making.
16. Decorative Candles
17. Food products like Bakery, Papad, Noddles , traditional food, Chutney, fruit juice, etc
18. Bamboo incense stick
19. Dhup /Agarbati

Quantum of Grant

It is proposed to provide Rs. 25000.00 ( Rupees twenty Five thousand ) as a grant to the industries located in Rural areas only where the annual turnover is less than Rs.5 lakh. The amount of grant shall be utilized by the units for procurement of machinery /raw materials, as the case may be.

Eligibility Criteria

Following are the criteria should fulfill by the industry to avail the grant, viz :
1. The industry should located in a rural areas of Assam.
2. This industry should be an existing one and having continuous operation for minimum of last two years.
3. The unit should have its own work shed for production and process.
4. Age of the applicant should not be less than 18 years and more than maximum of 50 years.
5. There is no bar of educational qualification.
6. The unit should have avail term loan/working capital loan to the extend to minimum of one lakh

Selection Procedure

Following are the procedure for selection of a beneficiary under the scheme :
1. Application shall be submitted to the concerned General Manager, District Industries & Commerce Centre (DICC) as per application Form A.
2. List of document/s shall be as per Check list annexed with the application Form.
3. There is no fee for submission of application form.
4. On receipt of the application , the DICC will examine the application , if necessary they will make a physical verification of the application.

5. On completion of the necessary scrutiny / verification , as the case may be, the proposal shall be placed before the District Level Committee (DLC) constituted under the scheme for approval.

6. On receipt of the approval from the DLC, the statement containing the name , quantum of assistance, Bank name, Account name , etc shall be forwarded to the Commissionerate of Industries & Commerce for allotment of fund to the concerned DICC and subsequent release of fund.

7. On receipt of the fund by the DICC or transfer of fund directly to the beneficiaries through bank, DICC will submit the utilization Certificate within 30 days from the date of receipt of fund.
