Jan Shikshan Sansthan Scheme

Jan Shikshan Sansthans are non-formal vocational educational institutions for adults. By liking literacy with training. JSSs seek to improve the quality of life of the beneficiaries

In the beginning, these institutions were organising vocational training and skill upgradation programmes mostly for industrial workers in the urban areas.

But after the introduction of the National Literacy Mission in 1988, almost the entire country has been covered by the literacy campaigns and now JSSs are being set up in difference districts in the country to consolidate the gains of the literacy campaigns and improve the quality of life through vocational training.

Objective

Jan Shikshan Sansthan (formerly known as Shramik Vidyapeeth) have a challenging mandate of providing vocational skills to non-literate, neo-literates as well as school drop-outs by identifying skills that have a market in the region of their establishment.

The scope of work of Jan Shikshan Sansthans (JSSs) includes the following :
** Develop/Source appropriate curriculum and training modules covering vocational elements general awareness and life enrichment components.

** Wherever possible, JSSs are encouraged to undertake training equivalent to courses designed by the Directorate of Adult Education, National Institute of Open Schooling and Director General, Employment & Training.

** Provide training to a pool of resource persons and master trainers for conducting training as also availability of infrastructure and training – specific equipment.
** Administer simple tests and award certificates.
** Network with employers and industries for trainees to get suitable placements

Features

** Modular in nature (From easy to complex and allowing greater freedom and flexibility of choice to the trainees).
** Job opportunities including wage, self and co-employment.
** Course content is given in tabular form.
** Learning outcome of each unit is given.
** Life Enrichment Education (Polyvalent aspects is integrated in the curriculum).

** Fair distribution of teaching ours to theory, practical and LEE.Weight age given more for practical aspects (theory 25%, practical 65% and Life Enrichment Education 10%).

** Methodology of teaching includes lecture and demonstration sections,use of print/AV material and computer aided techniques, field visit,placement/on the job training and follow-up.
** Evaluation includes concurrent and terminal.
** Feed-back/success story Performa developed.

Target Group

1. The Jan Shikshan Sansthan will concentrate on the socioeconomically backward and educationally disadvantaged groups of urban/rural population such as men, women and youth, employed, self-employed, neo-literates, prospective workers and their family members as well as unemployed youth.

2. Priority is to be given to adult neo-literates/semi-literates, SC and ST, women/girls, oppressed, migrants, slum/pavement dwellers and working children.

Release of Funds

(i) The grant will be released to the Jan Shikshan Sansthan in three installments every year
(ii) The first installment of grants will be released at the beginning of the financial year.

(iii) The second installment of grants will be released after the issuance of the utilization certificate by this Department on the basis of the Audited Statement of accounts for the previous financial year. While doing so, the unspent balances available with the JSS/ reimbursement, if any due to them, will also be adjusted .
