How To Apply For CARA Adoption?
Adoption authorities and agencies for In-country Adoption. :
The authorities or agencies involved in in-country adoption process shall be-
** The Court of Competent Jurisdiction who can pass Order for Adoption;

** Central Adoption Resource Authority (CARA);
** State Adoption Resource Agency (SARA) or Adoption Coordinating Agency (ACA) and
**Specialised Adoption Agency (SAA)
Registration:
** PAP(s) desiring to adopt a child shall register himself or herself with only one Specialised Adoption Agency, preferably nearest to place of residence and such agency shall guide the PAP(s) on the registration process.
** On receipt of the application for registration as per Schedule-IV along with necessary documents and requisite registration fee, Specialised Adoption Agency shall register the PAP(s) for adoption and issue them a registration slip.
** CARA shall also provide facility to the PAP(s) for on-line provisional registration through its website
** In case, the PAP(s) wish to adopt from a Specialised Adoption Agency, other than the one where they have registered, but within the same state, the PAP(s) shall approach the ACA or SARA with their registration slip.
** The ACA or SARA shall contact the Special Adoption Agency from which the PAP(s) wish to adopt so that such PAP(s) are immediately included in the waiting list of PAP(s) of that Specialised Adoption Agency.
** In case the PAP(s) desire to adopt a child from any State other than the State where they are currently residing, they may approach the ACA or SARA of the State where they are residing, with their registration slip.
** The ACA or SARA shall convey the registration of such PAP(s) immediately to the ACA or SARA of the State from which the PAP(s) want to adopt the child so that such PAP(s) are immediately transferred to the waiting list of PAP(s) in that state.
Pre-Adoption Counselling and Preparation of the PAP(s). – :
** In order to facilitate the PAPs to take appropriate decision, the concerned Specialised Adoption Agency shall provide pre-adoption counselling to them.
** Such agency shall also prepare the PAP(s) for the adoption and related process by providing them with all relevant information.
Home Study and other requirements :
** The documents mentioned at Schedule-V shall be furnished by the PAPs to the concerned Specialised Adoption Agency to facilitate conduct of home study.
** Home Study of the PAP(s) shall be conducted within a maximum period of two months from the date of acceptance of registration only by the professional social worker authorized by the Specialised Adoption Agency nearest to their current place of residence.
** The Home Study Report shall be based on procedures as laid down at Schedule-VI.
** The Medical Examination Report of the PAP(s) should not be more than one year old at the time of referral of the child.
FAQ On CARA Adoption
1. I have reserved a girl child without studying MER report after visiting that baby referral doctor said she was abnormal. Now what I can do?
(1) As soon as a child is declared legally free for adoption by the Child Welfare Committee, such child may be allowed to be given in adoption to a resident Indian or non-resident Indian parents:
Provided that such child shall be allowed to be given in inter-country adoption ―
(a) after sixty days, if the child is below five years of age;
(b) after thirty days, if the child is above five years of age or is a sibling;
(c) after fifteen days, if the child has any mental or physical disability.
2. My name is Shailesh Bhargava and age is 46 years. My wife’s age is 38 years. We were married in 2000 but have no child. We want to adopt a child of any sex. Please let us know the procedure and the Forms to be filled.

Functions of CARA
The Central Adoption Resource Authority (CARA) is a statutory body under the Ministry of Women and Child Development, Government of India. It functions as the nodal body for adoption of Indian children and is mandated to monitor and regulate in-country and inter-country adoptions.
CARA has a number of functions, including:
** Regulation of inter-country adoption: CARA is the Central Authority for India under the Hague Convention on Protection of Children and Cooperation in respect of Inter-country Adoption, 1993. It is responsible for regulating inter-country adoptions in accordance with the provisions of the Convention.
** Promotion of in-country adoption: CARA is responsible for promoting in-country adoption of orphaned, abandoned, and surrendered children. It does this by providing information and guidance to prospective adoptive parents, and by registering and monitoring adoption agencies.
** Ensuring the best interests of the child: CARA is committed to ensuring the best interests of the child in all adoption matters. It does this by conducting home studies of prospective adoptive parents, and by ensuring that the child’s placement is in a suitable and loving home.
** Monitoring and regulating adoption agencies: CARA is responsible for monitoring and regulating adoption agencies in India. It does this by ensuring that the agencies comply with the provisions of the Adoption Rules, 2017.
** Providing information and guidance: CARA is responsible for providing information and guidance to the public about adoption. It does this through its website, brochures, and helpline.
