What is DTCP ALPASS System?
Automated Layout Process Approval and Scrutiny System (ALPASS) is an ambitious project under Directorate of Town and Country Planning (DTCP). DTCP is implementing ALPASS for district official to develop a decision support system for Layout/Planning permission and Landuse Information.

The major activities of the department to be performed by the system are as follows :
** Issuing digitally signed Landuse Information online using all file movement process.
** Scrutiny of Layout online as per Development Plan guideline using Bhumi Vikash Rule and Concerned city Master Plan.
** Online process flow for department to issuing digitally signed Planning Permission and all communication with citizen.
** Providing MIS register to department for various reports on Daily / Monthly / Yearly basis.
** Tracking of Files and their status anytime from anywhere online.

How can citizens get services of Town & Country Planning Online?

What kind of services available on ALPASS Portal?
Broadly, there are two kind of services on ALPASS Portal as given below:-
1. Land use Certificate: Citizen can get the land use certificate for their Khasra.
2. Layout Planning and Permission: Citizen can get the Layout Planning and Permission Online for their land.
Do I need to register myself on Portal for getting Land Use Certificate?
No, you are request to enter few essential details and required payment to get the Land Use Certificate.
How does citizen start registering on the portal?
There are two kind of users in this application for citizen:-
1. Applicant
2. Consultant (Architect/Planner/Structure Engineer)
Registration of Applicant:
1. Applicant need to access “Applicant Registration” link provided on header panel and footer
2. Applicant need to enter mandatory fields and submit form
3. On submitting registration form, user shall get success message and unique applicant registration ID shall be generated for the respective applicant
4. Applicant shall receive all notification over registered email address and mobile number
Registration of Consultant:
1. On accessing Registration link, consultant shall get verification window first, to verify email and mobile
2. Once, both are verified, consultant will be allowed for filling up registration form
3. Case A – Consultant fee is based on the selection of “Category” and “Type” as Individual and Group. On selecting the “Individual” type, the fees shall be applied as per the Category selected. If consultant is not an ‘Architect’ and has selected ‘Individual’, then shall be asked to pay fee of Rs. 1500/-. If consultant is an ‘Architect’, then shall not be charge any amount for registration. On selecting the “Group” type, the fees shall be of Rs. 3,600/- irrespective of the category.
4. Case B – Document upload criteria as per Category.
5. On entering all required details, consultant shall be allowed to submit form
6. Case C – Display of button as: “Submit” and “Submit & make payment” on Registration form. As per the criteria applied based on Category and Type, the “Submit” button shall appear to Architect, who is not supposed to pay any amount whereas “Submit & make payment” shall appear at other associated cases. “Consultant Registration Fee.pdf” is attached for the same.
7. Once consultant makes successful payment, shall be allowed to submit form
8. On submitting registration form, consultant shall get acknowledgement message
9. Consultant’s registration shall be verified and approve by the Department’s authorized user, i.e. JD (Directorate office)
10. Consultant shall also be notified over email and mobile for the steps involved, i.e. Approved and Rejected
11. If consultant is rejected then shall be allowed to submit form after making necessary corrections. Also, the process of re-submission, shall allow the consultant to complete the process within 6 months. Consultant is supposed to get approval within 6 months, paid fee will be retained within this time frame. After that, rejected form which is not yet approved shall move to archive. Consultant in this case shall need to process with new registration form and have to pay fees again. Earlier paid fee shall not be retained in the case of re-processing with new form
12. Once approved, consultant shall receive email for the approved registration certificate as an attachment, as shown in the attached pdf “Consultant_Registration_Certficate.pdf” along with photo upon the certificate.
Does Consultant change or replace form, once it is submitted?
No, Consultant does not allow to change or replace any document once form is submitted.
