What is Building Plan Approval Management System (BPAMS)?
Building Plan Approval Management System (BPAMS) is a new revolutionary tool implemented by Town & Country Planning Department(TCP), Government of Goa to help speed up the process of building plan compliance check in accordance with building by-laws of TCP-GOA. The complete process pertaining to the scrutiny of building plan, construction and issuing technical clearance/completion order is automated by BPAMS.

Read Instructions:
(a) All the documents uploaded shall be Self Attested/Attested by Gazetted. officer/Notarised authority.
(b)In case of self attestation, write “self attested” on each of the document, with your signature, date and name.
Refund/Cancellation Policy:
** The fees once paid will not be refunded for applications which are successfully submitted or for successful bill payment services
** The amount paid may be settled with the respective departments
** The loss on this account shall not be borne either by Government or by the Banks / Payment Gateways
** However automatic refund will be made for transactions which are not successful

1) What is the difference between Technical Clearance and Development Permission?
Ans: Technical Clearance application is filled by an applicant/architect/professional who seeks permission from the respective Deputy/Town Planner for carrying development in the site or plot. Development Permission application filled by an applicant/architect/professional who seeks permission from the Member Secretary of the respective Planning and Development Authority(PDA) for carrying development in the site or plot. The application for development permission is seeks under section 44 of the Goa Town and Country Planning Act, 1974.
2) What details are captured in the Technical Clearance/Development Permission Form ?
Ans: The major details which are captured on the form includes the following section;
I. Owners information -wherein details such as Owners Email id, Owners Name, contact no, Address of owner, Name of the Power of Attorney Holder, Engineers Registration no is captured.
II. Plot Information Form which contains Type of Development, Type of construction (new construction/Regularization), Type of Building (Residential /Industrial/commercial Building), Sub type of building(single family dwelling/multi family dwelling), office selection to submit the application, Detailed plot Address and (survey no/subdivision no) OR (chalta no/PT sheet no) and zoning info where the site construction shall take place.
III. Applicant then shall upload the Drawing File (in .DWG Format) using the formatted standards prescribed by TCP.
IV. Questionnaire where applicant enters the actual details of the plot

3) How will the owner know that his/her file is submitted by architect/professional in the system?
Ans: Owner user credentials are created while submitting the application. The architect/professional on behalf of the owner shall enter the owner details. Subsequently, a link to enable access to the application is forwarded to the owner via email. The owner shall activate the link which is forwarded in his mailbox. And the credentials are shared for access to BPAMS system.
