Issuance of Learner’s License :

A Learner’s License is an official document issued by a competent authority authorizing the person specified therein to drive as a learner, a motor vehicle or a motor vehicle of any specified class or description.

Necessity for Learner’s License :
A Learner’s License is issued to learn driving of Motor Vehicles. It is essential for obtaining a Driving License.

Age Eligibility :
Vehicle Category Description Age Not Less Than
1. Motor cycles of special category A motorcycle of engine capacity not more than 50cc falls in this category. The application must be signed by a parent or guardian. 16 years
2. Private cars and motorcycles All light motor vehicles (LMV) not used for carrying passengers/goods for hire are covered in this category. 18 years
3. Transport vehicles All buses, lorries, auto rickshaws, etc. fall in this category.20 years

Other Requirements :
You should be conversant with Traffic Rules & Regulations. Your knowledge on Road Rules and Regulations, Signals and Signs, Road manners, defensive driving etc will be tested while taking the Learner’s Test.

Where to Apply :
For obtaining a Learner’s License, you will need to apply in the prescribed forms to the District Transport Office in your region during public dealing hours, preferably between 10 :00am to 2:00pm.

2. Form No.1A (Medical Certificate) available in the office/download from website with self photo attested by the doctor with blood group.
3. Three copies of recent passport photographs.

Fee :
` 70/- for each class of vehicle.
(Including charge for Issue of Learner’s License : ` 30/- and test for grant of Learner’s License: ` 20/- plus surcharge)

Restrictions :
1. A person who holds a Learner’s License is permitted to drive only if he is accompanied by a duly licensed driver who is sitting in a position from where he can control the vehicle and bring it to a stop if required.
2. The vehicle must display ‘L’ painted signs, both in the front and the rear end of the vehicle.
3. A person holding a learner’s license for a motorcycle is not permitted to carry any pillion-rider except the person who is required to be present for imparting instructions and ensuring safety (as mentioned above).
4. No person shall be granted a learner’s license
a) To drive a transport vehicle unless he has held a driving license to drive a light motor vehicle for at least one year.
b) To drive a heavy passenger motor vehicle unless he has held a driving license for at least two years to drive a light motor vehicle or for at least one year to drive a medium passenger motor vehicle.
c) To drive a medium goods vehicle or a medium passenger motor vehicle unless he has held a driving license for at least one year to drive a light motor vehicle.

Procedure :
You will have to go with all the required documents to the District Transport Office in your region. After submission of specified fees and verification of all your documents, you will be asked to provide your biometrics (Photo, Thumb and Signature). Then you
have to go through the Learner’s Test. The test is purely theoretical. You can go through a handbook to learn about basic Road signs, Traffic rules & regulations.
On passing the Learner’s Test, you will be issued a Learner’s License. If you fail the test, you will be given a chance to take the test again after one week time.

Expected Time for Disposal :
The Learner’s License is issued to the applicant who has passed the learner examination. It is mostly issued on the same day after 2-3 hours of completion of examination or after evaluation of the answer sheet. If for any reason it cannot be issued on that particular day then you will be given a date, may be after 2-3 days, on which you need to go to District Transport Office to collect your Learner’s License. The maximum time for disposal is of 15 working days.

Validity :
Learner’s license is valid for six months only. Applicant can appear for the test for issue of Driver’s License after 30 days & before expiry of six months of the issue of Learner’s License.

Renewal :
A Learner’s License cannot be renewed.
