FAQ on ePayment:
1. What payments do I need to make in the e-Procurement portal?:
The Vendor/contractor has to make the following payments in the e-Procurement portal:
I. During bid submission (e-Tendering module) as Specified in Tender
a. Tender form fees/Cost of BOQ

II. Earnest Money Deposit (EMD)

2. What are the payment modes can I use for making the payments?:
Any of the following modes mentioned below can be used for making payments.
** Instant Payments
** Credit Card
** Direct Debit
** Deferred Payments
** National Electronic Fund Transfer (NEFT)
** Over The Counter (OTC)
** Manual Payments
** Cash payment at the Department counter for form fee and EMD
** Through DD, NSC, KVP

3. How do I use the Credit Card option for making payments?:
The Vendor/contractor can use a credit card for making payments using Master/Visa facility. The following steps need to be taken into account for making a credit card payment:

Step 1: Log into the e-Proc portal (www.eproc.bihar.gov.in) and after selecting e-Payment for credit card as a mode of payment.

Step 2: On confirmation of payment details in the e-Proc portal you will be linked to the Master Card/Visa Card Gateway.

Step 3: Enter the Master/Visa Credit Card number and make the requisite payment.

Step 4: The Vendor will be re-directed to the e-Proc portal which will display the status of the payment.

4. How do I use the Direct Debit option for making payments?:
The Direct Debit option can be used for making a payment if you have a bank account in Axis Bank. The following steps needs to be taken into account for making a Direct debit payment:

Step 1
: Log into the e-Proc portal and select Direct Debit as a mode of payment

Step 2: There will be linked to the Axis Bank Gateway and confirmation of payment details in the e-Proc portal.

Step 3: The Vendor will be re-directed to the e-Proc portal which will display the status of the payment.

5. How do I use the NEFT option for making a payment?:
The National Electronic Fund Transfer (NEFT) option can be used by the Vendor through any of his Bank accounts. The following steps should be taken for making a NEFT payment:

Step 1: The Vendor needs to log into the e-Proc portal download NEFT challan from edit attachment.

Step 2: The Vendor needs to furnish all his payment details and take a print out of the NEFT challan.

Step 3: The Vendor needs to visit his respective Bank and make the requisite payment using NEFT.

Step 4: The Vendor should obtain the NEFT reference number from the Bank and log into the e-Proc portal and furnish these details.

Step 5 : The Vendor will be allowed to submit his payment details on the e-Proc portal for tender submission.

As NEFT is a deferred payment option only on reconciliation of the payment with Axis Bank through report for authorizing the form fee at the time of opening.

6. How do I use the OTC option for making a payment?:
The OTC option can be used by the Vendor/contractor when he wants to make a payment using the Cash/DD facility. The Vendor can visit any of the designated branches of Axis Bank to make the requisite payment . The procedure for making OTC payment is as follows:

Step 1: The Vendor needs to log into the e-Proc portal and download the OTC payment challan.

Step 2: The Vendor needs to furnish all his payment details and take a print out of the OTC challan.

Step 3: The Vendor will have to visit the nearest designated Axis Bank Branch to make the requisite payment using the Cash/DD option.

Step 4: The Vendor will need to obtain the OTC Transaction Reference number from the Bank along with the receipt of payment.

Step 5: The Vendor will need to log into the e-Procurement portal and input the Bank Transaction Reference number and Date payment was made in order to submit his payment.

As OTC is a deferred payment option only on reconciliation of the payment with Axis Bank through MIS the status of the payment will be updated as successful

7. Where will I find the OTC / Bank Transaction Reference number on the Bank receipt provided by the Axis Bank Branch?:
When you make a payment using the OTC option at a designated Axis Branch counter please ensure that the person at the Bank counter provides you an electronic receipt with Bank Transaction Reference number. The Vendor needs to input the Date of Deposit and the Bank Transaction Reference number in the e-Procurement portal in order to submit his payment.

8. What details should be input for making a Demand Draft (DD)?:
The Vendor should make a Demand Draft (DD) for the prescribed amount only from a nationalized Bank as described in NIT/SBD/RFP.

9. What should be the amount for which the DD should be made?:
The DD amount should consist of the following:
The prescribed amount of Tender Form Fee/Cost of BOQ/ EMD as mentioned in the NIT/SBD/RFP if the department.

10. What details do I need to ensure I receive from the Bank for making an Over the Counter payment?:
When you make a payment using the Cash/DD facility at the Axis Branch counter please ensure that the Bank official at the counter provided you a payment receipt which contains your Bank transaction Reference number

11. Is there a limit on the amount of money that can be transferred using the NEFT payment option?:
There is no limit on the amount of money that can be transferred using the National Electronic Fund Transfer (NEFT) option. The Bank account of the Vendor will be debited for the prescribed amount which is being transferred department pool a/c.

12. What are the mandatory rules in relation to payments for me to submit a bid application?:
Please ensure that the following rules are taken into account in order to submit your bid for a particular tender on the e-Procurement system:
1) Instant Payments (Credit Card, Direct Debit) ??? The Vendor will be able to submit the bid only when the payment status for Tender Form Fee/Cost of BOQ and EMD is ???Successful???.

2) Deferred Payments (NEFT, OTC) ??? The Vendor will be able to submit the bid only on provision of the following payment details for Tender Form Fee/Cost of BOQ and EMD:
a) Incase of OTC payments  Bank Transaction Reference number / Incase of NEFT payments NEFT payment Reference number and date of payment.

13. Can I make Tender Form Fee/Cost of BOQ and EMD payments using different payment options?:
The Tender Form Fee/Cost of BOQ and EMD are independent payments and can be submitted using different payment options. For eg: The Tender Form Fee/Cost of BOQ payment can be made using Credit Card (real time payment) and the EMD can be paid using NEFT ( deferred payment option)

14. Why should I be cautious while entering NEFT /Bank Reference number?:
Please be cautious while entering the NEFT/Bank Reference number in the e-Procurement system to enable smooth reconciliation of all your payments.

15. What caution should I take while making the e-Payment?:
While making the payment through e-payment modes never try for ???Back option or Refresh option??? till you get the payment confirmation.
