Employment Exchange Registration
“Physically Handicapped Person” means a person who, on account of injury, disease or congenital deformity, is substantially handicapped in obtaining or keeping employment or in undertaking work on his own account of a kind, which apart from the injury, disease or deformity, would be suited to his age, experience and qualifications.

As per “the Persons with Disabilities(Equal Opportunities, Protection of Rights and Full Participation) Act 1995 following handicaps are covered :-
i) Blindness or low vision;
ii) Hearing impairment;
iii) Locomotor disability or cerebral palsy.
“blindness” refers to a condition where a person suffers from any of the following conditions, namely :-
(i) total absence of sight, or
(ii) visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses; or
(iii) limitation of the field of vision subtending an angle of 20 degree or worse;
“person with low vision” means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device :
“hearing impairment” means loss of sixty decibels or more in the better ear in the conversational range of frequencies;
“locomotor disability” means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy;
Registration :
“All the Employment Exchanges of the State register the names of such handicapped person who reside in the area of their jurisdiction and approach for such a help. The candidates are required to bring with them a medical certificate issued by the Chief Medical Officer of their place of residence indicating that the person is having a specified deformity to the extent of at least 40% but is otherwise fit for employment. After the name is registered at an exchange his duplicate card is sent to the Special Employment Exchange who helps them in placement because the vacancies reserved for the physically handicapped are received and handled by them.
Special Employment Exchange For Physically Handicapped :
Special Employment Exchange for the Physically Handicapped Persons operating under the Department since 1963 is presently located at 4-C, Green Field, South Model Gram, Ludhiana. Its main functions are to assist the physically handicapped person in registering his/ her name for the employment assistance, guide him/ her to undertake skill work of which he/ she is capable and to secure his/ her satisfactory adjustment along with assisting him/ her to earn a dignified living.
Vocational Rehabilitation Centre :
In order to asses the vocational and psychological needs of disabled persons, and also to render assistance in the rehabilitation of such persons, a Vocational Rehabilitation centre has been set up at Ludhiana by Govt. of India, Directorate General of Employment & Training.

Concessions provided to the disabled persons :
i). Reservation of Vacancies :
3% vacancies in the public sector are reserved for the disabled persons, 1% each for Blind, Deaf and Dumb and Orthopaedically handicapped.
ii). Age relaxation :
The upper age limit of disabled persons is relaxeable up to 10 years. For disabled persons belonging to Scheduled Caste/Other Backward Classes, the maximum age relaxation of 10 years is in addition to the age relaxation of 5 years and 3years respectively permissible for these two categories.
iii). Relaxation in Typing :
On the recommendations of the Medical Board the special category of disabled persons are exempted from the condition of typing for clerical jobs.
iv). Submissions on priority basis :
In case of unreserved vacancies, at least two disabled person are submitted out of turn.
In case a disabled person makes a written request for submission against a particular vacancy, his name is sponsored irrespective of his seniority of registration (subject to his eligibility for the post)
Vacancies :
Under the Employment Exchanges Compulsory Notification of Vacancies Act 1959, all the employers in the public & private sector employing 25 or more employees must notify the vacancies occurring in their establishment to the Employment Exchange under whose jurisdiction their organisation falls. However, any employer in the private sector irrespective of the number of its employees can also avail of the services of the Employment Exchanges.
Submission :-
The Employment Exchanges submit candidates to the employers in the public sector, on the basis of the seniority of registration vis-a-vis the requisite qualifications and experience as specified by the employer.
However, in case of Employers in the Private sector, there is no condition of seniority of registration. The employers can scrutinize the database of candidates and can pick any candidate as per their requirements. The Employment Exchange provide free service to the candidates as well as employers.
Advertised vacancies :
The employment officers in the field scrutinize daily news papers and inform applicants registered with them about the advertised vacancies and competitive examinations so that they can apply for such examinations/ vacancies in time. Special emphasises is laid on the applicants residing in rural areas due to their lack of accessibility to the modern information technology facilities.
