What is Haryana CM Grievance Redressal System?

Haryana Chief Minister Mr. Manohar Lal launched CM Web Portal, CM Window in all districts and online registration of sale deeds in eight tehsils here today on the occasion of “Good Governance Day” which is celebrated today all across the country.

Later, while addressing the Administrative Secretaries present on the occasion and Deputy Commissioners present through video conferencing, Mr Manohar Lal said that State Government plans to carry out property indexing of individual as well as area population so that a consolidated data base can be prepared to meet out the requirements of particular vicinity or region.

The software of CM web portal has been developed and designed by M/s Weexcel Softwares Private Limited with the assistance of Department of Information, Public Relations and Cultural Affairs. Anyone could visit CM web portal at haryanacmoffice.gov.in. While paying rich tributes to Pandit Madan Mohan Malaviya and extending good wishes to former Prime Minister Mr. Atal Bihari Vajpayee on this occasion, the Chief Minister thanked the Union Government for awarding these two great personalities with country highest civilian award “Bharat Ratna”. The present new state government has completed about two months and it has been observed that a lot of individual as well as public grievances are pending for last many years. The government has initiated this entire process to redress all such grievances promptly, he added.

He said that State Government is giving priority to ensure minimum administration-maximum governance and try to provide benefits of welfare schemes to all. The new system would bring transparency in governance and ensure prompt redressal of people grievances as well as zero tolerance for corruption. He also directed the Deputy Commissioners to start work on the new system and show their best performance in this direction. The complainant should be fully satisfied with the redessal of his complaint, he added.

Apart from all district headquarters, CM window has been launched by Finance Minister Capt. Abhimanyu from Haryana Bhawan, New Delhi. All Deputy Commissioner informed the Chief Minister about the launching of CM window in their respective districts. Earlier, the Chief Secretary Mr. P.K. Gupta welcomed the Chief Minister on this occasion and said that the new IT based system would help in bridging gap between government and common people and grievances would be redressed speedily.

Director General, Information Public Relations and Culture Affairs Department Mr. Abhilaksh Likhi informed the Chief Minister about various features of CM Web Portal and added that web portal is available in three languages English, Hindi and Punjabi. Anyone could connect with the Chief Minister by surfing on facebook and twitter. Apart from this, important press releases, information about Chief Minister’s office, Council of Ministers, Chief Minister Speeches and a unique gallery comprising of audio, video and photo are available on web portal. The link for Samvad magazines has also been provided on this web portal.

The CM web portal has been designed on the pattern of Prime Minister Office and additional links have been added to this. An important feature of the web portal is ‘Share your Ideas” where anyone can share his ideas with the Chief Minister’s office. Public suggestions and views can also be submitted on this web portal whenever the government invites any suggestions or views while framing any policy. The link for CM Grievances Redressal system has also been provided on this web portal for submitting the grievances.

OSD (Grievances) to Chief Minister Mr. Bhupeshwar Dayal highlighted the features of grievances redressal system. CM Grievance Redressal System has been designed for an efficient redressal of public grievances. He said that CM Grievances Redressal and Monitoring System is an integrated workflow system based on web technology. On entry into the system, it facilitates system generated unique registration number. The entered data is transmitted between Deputy Commissioners (DCs), departments and their subordinate offices on-line.

The system also facilitates online tracking of status of grievances, he added. He said that any citizen can use the options for his or her grievance representation which is either present the grievance representation at the CM Window at the District Headquarter, office of Ministers or send the same by post to CM Office, 4th Floor, Haryana Civil Secretariat, Sector-1, Chandigarh. While DC’s or Administrative Secretaries would review pendency of grievances online, SMS alert would be sent by the Grievance Redressal Monitoring System to the citizens at predefined intervals and first detailed reply to the citizens would have to be sent in seven days time, he further added.

He said that the City Magistrates in Districts would be the Nodal Officer for coordination and follow up with secure access to the Grievance Monitoring System. Those present on this occasion included Principal Secretary to Chief Minister Mr. Sanjeev Kaushal, Additional Principal Secretary to Chief Minister Mrs Sumita Misra and Dr. Rakesh Gupta, Media Advisor Mr. Amit Arya and Administrative Secretaries of various departments.

1. My complaint number CMOFF/N/2020/004645 is pending since 14.01.2020. SE OP circle DHBVN Hisar has already uploaded fake ATR four times beyond his authority. He is party himself and cannot be Judge . It is very much clear the above officer violated the CM WINDOW bye laws to cause me financial loss. I am being harassed and keeping pending my above complaint for more than 2 years. It is requested to direct SE OP circle DHBVN Hisar, to solve my problem to avoid me further harassment. An early action is requested.

2. CMOFF/N/2021/010826 and CMOFF/N/2021/035699 pending for more than a year without any solution. Illegally additional gates erected on Rear side boundary walls (not allowed as per law), encouragement by DTP (Enforcement), Faridabad in corrupt practice by allowing such gates or shrinking of such gates. Giving false information on High Court case status several times. Boom gates can not stop miscreants, thiefs, terrorists, holligans, chain snatchers etc. Encouraging illegal constructions in violation of law. No solution so far but in collusion with Eminent Citizen only trying to dispose off grievances without solution signature and satisfaction of Complainant. Need thorough investigation.

    No use of entering comments here. No action is being taken on comments entering here. CM window is causing harassment to the public. That is why opposition leaders saying that we will stop CM Window. CMOFF/N/2022/063198 is transferred to SE/ OP CIRCLE DHBVN HISAR for uploading ATR and violated the bye laws of CHIEF MINISTER OFFICE GRIEVANCES REDRESSAL CELL vide no.2/4/2015/5CMGRC/20 CHANDIGARH DATED 09/10 June 2015.SE/OP circle DHBVN Hisar is party himself and cannot be Jugde in my case. Kindly ensure implimentation of CM WINDOW BYE LAWS IN TRUE SPIRIT AND OBLIGE.

      SE /OP DHBVN Hisar uploaded false ATR every time .In the same complaint once he falsely uploaded “शिकायत कर्ता ने शिकायत वापस ले ली है”. He is uploading false and fabricated ATR . He ruined the dignity of his CHAIR. Moreover, he is party himself he can not uploadeATR.

Eminent Citizen (EC) had settings with SE and uploaded , “शिकायत कर्ता ने अपनी ‌‌शिकायत‌‌वापस ले ली है।” मैंने शिकायत वापस नहीं ली है यह सफेद झुठ है।

  27. I have lodged my complaint under no CMOFF/N\2017/009298 on 24/01/2017. The complaint related to the providing information of address of the ex=employee including PPO No.I have also reminded the hon’ble CM by my personal letter dated 8.2.17 via speed mail. Not only the grievance has been redressed even my letter has not been acknowledged.I presume that the same might have not been put forward to the worthy CM. As the information does not need any processing /typing\policy matter,it does not require so much time. I am senior citizen totally dependent on my pension .I have also visited the office of the HPSC numerous times but with no result.The authorities are highly biased against me as the information pertains to their ex-staff and do not want to furnish the same. Hence your good self is requested to help me and direct the authorities to send the information immediately.
