Parivahan Learner’s Licence Slot Booking

No person shall drive a motor vehicle in any public place unless he holds an effective driving licence issued to him by the Licensing Authority, authorising him to drive the vehicle.

Licensing Authorities:
The Joint Commissioner/ Deputy Commissioner and the Regional Transport Officers are the Licensing Authorities. The Administrative Officers and Motor Vehicle Inspectors are the Additional Licensing Authorities.

Age limit

** An applicant who has completed sixteen years of age is eligible to apply for a driving licence to drive a motor cycle with engine capacity below 55 cc subject to the condition that the parent or guardian should furnish a declaration in the manner prescribed.

** The applicant who has completed the age of eighteen years of age is eligible to apply for a driving licence to drive a motor vehicle other than a transport vehicle.
** An applicant who has completed twenty years of age will be eligible for applying for a licence to drive a transport vehicle.

Procedure

** Schedule an appointment for the test of competence online by visiting the website or any RTO office where such facility exists. In other cases schedule an appointment directly at the Office Concerned.
** An application in Form 4, for a permanent driving licence shall be made along with the Learners’ Licence obtained for such class of vehicle.
** The applicant who has held a valid Learners’ Licence, for a period of at least 30 days, shall be competent to appear for the test of competence.
** The test of competence will be conducted by the competent authority.

** The applicant should bring a vehicle of the type to which the application relates.
** The applicant should satisfy the officer conducting the test regarding his capability to drive the vehicle and his ability to perform the tasks specified in Rule-15(2) of the CMVR.

** The candidate who passes the test of competence successfully will be issued with a driving licence and sent through speed post to the address funished.

About Us:

The Ministry of Road Transport & Highways (MoRTH) has been facilitating computerization of over 1100 Road Transport Offices (RTOs) across the country. RTOs issue Registration Certificate (RC) & Driving License (DL) that are mandatory requirements and are valid across the country, subject to certain provisions and permissions.

With wide variations in state policies and manual/ system based procedures being followed across the country, it had become necessary to define same standards for these documents on a pan-India level to ensure interoperability, correctness and timely availability of information.

Functions of Parivahan Portal

The Parivahan portal is an online platform that provides a variety of services related to motor vehicles and driving licenses in India. It is a joint initiative of the Ministry of Road Transport and Highways (MoRTH) and the National Informatics Centre (NIC). The portal was launched in 2009 with the aim of providing a single window for all motor vehicle related services.

The Parivahan portal offers a wide range of services, including:
** Driving license related services: This includes services such as applying for a new driving license, renewing a driving license, applying for a duplicate driving license, and checking the status of a driving license application.
** Vehicle registration related services: This includes services such as registering a new vehicle, renewing the registration of a vehicle, applying for a duplicate registration certificate, and checking the status of a vehicle registration application.
** Vehicle tax related services: This includes services such as paying vehicle tax, checking the status of vehicle tax payment, and getting a vehicle tax receipt.
** Vehicle fitness testing related services: This includes services such as booking an appointment for vehicle fitness testing, getting a vehicle fitness certificate, and checking the status of a vehicle fitness certificate.
** Vehicle insurance related services: This includes services such as getting a vehicle insurance quote, buying vehicle insurance, and checking the status of a vehicle insurance policy.
