The pumps must be of ISI standard or certified by Farm Machinery Training & Testing Institutes of Government of India, Central Institute of Agricultural Engineering(CIAE),Bhopal or SAUs.
Registration of Suppliers :
The term “Supplier” includes the SLTC approved Parent company/ Manufacturer and the Dealer of the respective pump set company.
** As a first step, the Source Company/ Manufacturer will register at agrisnetodisha.ori.nic.in. uploading the CST/OST VAT, Municipality / Corporation license, Shop & Commercial establishment license and copy of the Balance sheet in the said portal.
They will have to input the data like their head office, regional office details .After registration process is over, successful registered manufacturers will be confirmed at the Directorate level.
** The dealers will simultaneously register at the portal uploading their VAT clearance and the authorization from Manufacturer/Source Company. They will have to input the bank details for the purpose of release of subsidy. The list of successful registered dealers will be visible in the Manufacturer’s on-line field who in turn will confirm their dealership.
** Final approval of the dealers will be done at the Directorate level after verification of the VAT clearance and authorization of Manufacturer.
(B) Input of inventories of pump sets by the Suppliers
** The Manufacturer/Parent Company will input the Dealer wise details of the supplied pump sets in their field.
** The dealer wise supplied pump sets will be visible in the respective dealer field. The concerned dealer will manually input the name of the farmer, his details, Permit number etc. against the particular make and model of pump set supplied.
(C) Submission of Application form, Issue of permit, Subsidy claim, Inspection and Subsidy claim.
** Individual applicant irrespective of their land holding will apply in the AAO office on any working day with the copy of the Photo Identity card. The specimen application form is enclosed at Annexure-I.
** DAO wise target of pump sets concerning different schemes will be uploaded by the Directorate. Out of the stipulated targets, permits will be issued by all the AAOs of the respective DAO circle on first come first serve basis till they exhaust all the targets in the said circle.
** Subject to availability of target, the AAO will issue the permit in the online field and will give the hard copy of the permit after signature to the concerned beneficiary within 3 days of receipt of feasible application. The specimen permit is annexed (Annexure-II).
** The issued permit with a unique ID will be displayed in the respective dealer field of that particular district and he is required to supply the pump set to the beneficiary within 15 days of issue of permit.
After supply of the pump, the dealer will manually enter the details of the farmer and other details like permit etc. against the pump set uploaded by the Manufacturer and will also upload the photo of the pump set with the beneficiary in the website.
** The AAE will get a message with the details of farmer and the dealer. The pending claims for inspection will also be visible in the AAE field.
The AAE will inspect the ngine number of the pump set supplied to the concerned beneficiary,log in with his pass word and click the OK button. For ineligible cases, the AAE will mention the reasons. The job of inspection will be completed within 15 days.
** After inspection of the AAE, the vendor will claim the subsidy in his online field and he will also sign the hard copy of the generated subsidy claim application.
After this, the dealer will submit all the hard copies like permit, subsidy claim application, Challan, invoice etc. to the concerned Bank where funds for the purpose will be parked by APICOL. The specimen subsidy claim application is enclosed at Annexure III.
