SARATHI-4 New Learner’s Licence
** The applicant can now apply for new Learner’s Licence under non-transport category such as motor cycle with gear, LMV NT Car, etc.

** Please visit the website rto.kar.nic.in and select the option “Sarathi-4….” which is centralized web application implemented in selected Bengaluru RTOs.
After visiting the website, please follow the steps given below:
** Fill LL application details. *mark details are compulsory
** Take the print-out of Acknowledgement without fail
** Upload scanned Age Proof, Address proof, Medical Form 1 (Self declaration duly filled and signed), other documents as per the instruction.
** Upload passport size photo and signature
** Book an appointment for LL Test
** If you have internet bank account, pay the LL Fee through online (Fee can be paid at RTO Cash Counter also).
** After completing the above steps, the applicant has to appear atleast two hours before the opted time slot for verification of documents at scrutiny counter. (If fee is not paid through online, then fee has to be paid at RTO Cash Counter)
** The applicant has to appear at RTO for LL Test with the following documents:
* Acknowledgement printout
* e-payment receipt printout (if paid) or Computerised fee receipt issued at RTO Cash counter
* Original documents of Age Proof, Address Proof, other applicable documents in original (copies of the documents need not be carried).
** After satisfactory verification of documents, appear for computerised LL Test (STALL – Screen Test Aided for Learner’s Licence).
** If passed in the LL Test, the concerned RTO officer will approve LL.
** The Learner’s Licence can be downloaded at your end.
** If failed re-appear for LL Test through appointment booking. If failed in the LL Test, fee need not paid again.

IMPORTANT: The applicant who has obtained LL through Sarathi-4 centralized web-based software needs to apply for new driving licence under Sarathi-4 only.
The applicant has to appear at RTO for DL Test with the following documents:
** Acknowledgement printout
** Learner’s Licence (original)
** e-payment receipt printout (if paid)
** self addressed envelope with speed post stamps affixed
** documents of vehicle on which DL test to be given such as Registration Certificate, Insurance Certificate, Pollution under control certificate, Medical Form 1, Medical form 1A (if applicable)
** If failed re-appear for DL Test through appointment booking. If failed in the DL Test, prescribed DL Test fee has to be paid again.
