Complaints which will be considered as Grievance:
(i) Complaints alleging undue delays in disposal of cases by Government Officers resulting in un-due hardships and injustice to the person/persons concerned.
(ii) Complaints containing allegations of departure from the policy laid down by Govt. with regard to any welfare activity , other than development schemes and programmes, resulting in under hardship to the public.


(iii) Complaints alleging in action on the part of Heads of offices at districts level.
(iv) Complaints containing allegations of un-necessary harrasment by a govt. servant.
(v) Complaints of retired officials regarding their pension, G.P. Fund etc.

Complaints which will not to be considered as Grievance:
(i) All complaints where redressal is available in a Court of Law.
(ii) All Complaints of vigilance nature, however the District Grievance officer may forward such complaints to department of personnal(vigilance) from necessary action.

(iii) All complaints from Govt. servants against their departmental officers. Such complaints( if received) may be forwarded to the Head of the Department at State Level by the District Grievance Officers. However, if a Government servant’s complaints in his private capacity is within the above mentioned categories, it should be discussed in the meetings of District grievance Committees.

(iv) All complaints containing allegations against Head of the Departments at State Level. However the district grievance officers can forward such complaint (if received by him) to the state level grievance committee
(v) All complaints relating to non disposal of cases connected with development schemes and programmes.

(vi) Individual complaints against Govt. officials below the rank of head of office at district level such complaints if received by the district grievance office may be forwarded to the District Head of office to which it relates for disposal

Procedure in appeals before appellate authorities :
(1) The Memorandum to the appellate authorities shall be filed in duplicate in respect of appeals to be filed before the first appellate authority and in triplicate for appeals before the second appellate authority on a plain paper without any fee and shall contain the following information, namely

(i) name and address of the appellant;

(ii) name and address of the designated officer against whose refusal to acknowledge the application, or rejection of application, or non‐providing of services within the stipulated time limit the first appeal has been filed;

(iii) name and address of the first appellate authority against whose decision the second appeal has been filed;

(iv) if the appeal has been filed against the non‐ issuance of acknowledgement by the designated officer the date of making application and the name and address of the designated officer to whom the application was made;

(v) Copy of order if any, against which the appeal is filed;
(vi) the grounds for appeal;
(vii) prayer or relief sought;
(viii) verification by the appellant; and
(ix) any other relevant information which the appellant may like to furnish.

(2) The following documents shall be annexed with every application for appeal, namely :
(a) self attested copy of the order against which appeal is filed;
(b) the copies of the documents mentioned in the application for appeal; and
(c) the index of the documents annexed with the appeal.
