RTO Karnataka Permanent Driving Licence

The following procedure has to be followed for obtaining permanent Driving licence

Note :
** The applicant can appear for test of competence to drive only after completion of 30 days from the date of issue of learner’s licence.
** The Applicant who desires to obtain Driving Licence for Transport Vehicle shall have driving training from the licenced motor driving school.

Application :
** Application form in CMV 4available at the enquiry counter.
** 3 recent passport size photographs to be produced.

Fees : (payable at the RTO cash counter)
** Rs. 40/- for DL Book (CMV Form 6) (or)
** Rs. 215/- for PVC Card (CMV Form 7)
** Rs. 50/- for Driving Test (Test of Competence to drive).

Documents required :
** Valid learner’s licence.
** Documents of vehicle in which applicant proposes to appear for test of competence to drive(such as Registration Certificate, Insurance Certificate, Tax Card, Pollution under Control Certificate, Fitness Certificate in case of Transport Vehicle).
** In case of transport vehicle,certificate in form CMV 5 issued by Driving Training School.
** If applicant’s age is 40 years and above, Medical certificate in form CMV 1 and CMV 1A have to be produced.

File an application :
** The applicant shall present himself before the Asst. R.T.O. (Driving Licence Branch) along with application and documents.

Test of competence to drive :
** The Inspector of motor vehicles will conduct the test of competence to drive vehicle as per the procedures laid down under the rule 15 of Central Motor Vehicle Rules, 1989 (Refer http ://morth.nic.in for more details). After satisfaction about the driving skills, the testing authority will pass his remarks about the issue of driving licence. The Asst. R.T.O. will pass an order for issue of driving licence.
** Applicants who have passed and paid fees for PVC Card DL shall present himself before the computer system for capturing photograph.
** Driving licence will be delivered on the next day between 4.30 – 5.30 pm.
** In case the applicant failed in test of competence ….. –
**The applicant failed in test of competence can collect his application along doucuments and can reappear for the test after 7 days by paying the test fees of Rs. 50/-.

Currency of RTO Karnataka Driving Licence

** Driving licence issued is valid throughout India.
** Driving licence will be issued for 20 years or 50 years of age whichever is earlier for non-transport vehicles (Motor cycle, Car/Jeep, Tractor only, etc. which are used personal use)
** Driving licence issued for transport vehicle will be valid for three years.

About Us :
The Department of Transport was constituted by Government Order No.T6811:6865 RT :53-54:10 Dated 03-03-1955 vide Notification 4285-98 MV-23-56-57 Dated 27-08-1956. Then it was named as Motor Vehicles Department. Thereafter, the Department was re-named as TRANSPORT DEPARTMENT.

The primary thrust areas of the Department are enforcement of Motor Vehicles Act and Rules and collection of Tax. Road Transport is no more the domain of public sector. Private sector has emerged as a strong force in providing efficient transport facilities throughout the Nation.

Functions of RTO Karnataka

Here are the functions of RTO Karnataka:
** Registration of vehicles: The RTO is responsible for registering all motor vehicles in Karnataka. This includes registering new vehicles, transferring ownership of vehicles, and renewing vehicle registrations.
** Issuing driving licenses: The RTO is responsible for issuing driving licenses to all eligible drivers in Karnataka. This includes issuing new driving licenses, renewing driving licenses, and upgrading driving licenses.
** Enforcing traffic laws: The RTO is responsible for enforcing traffic laws in Karnataka. This includes issuing traffic citations, impounding vehicles, and suspending driving licenses.
** Providing road safety education: The RTO is responsible for providing road safety education to all road users in Karnataka. This includes conducting road safety awareness campaigns, training school children on road safety, and issuing road safety guidelines.
** Implementing the Motor Vehicles Act: The RTO is responsible for implementing the Motor Vehicles Act in Karnataka. This includes ensuring that all motor vehicles comply with the Act and that all road users are aware of their rights and responsibilities under the Act.

  1. I have applied for renewal of my Driving License on 14/7/2017. After 30 days also, I have not received my license. Let me know to whom I have to contact. Please guide me.

  2. I have applied for renewal of my driving license on 11/1/2017. I was given 30 days time period to wait. Till now I have not received my driving License. Can you please tell whom to contact?
