Land Record Modernization Programme :
The Land Reforms (LR) Division was implementing two Centrally Sponsored Schemes viz.: Computerisation of Land Records (CLR) & Strengthening of Revenue Administration and Updating of Land Records (SRA&ULR).

Later on 21.8.2008, the Cabinet approved merger of these schemes into a modified Scheme named Digital India Land Records Modernization Programme (DILRMP).
The main aims of DILRMP are to usher in a system of updated land records , automated and automatic mutation , integration between textual and spatial records , inter-connectivity between revenue and registration, to replace the present deeds registration and presumptive title system with that of conclusive titling with title guarantee.
The DILRMP has 3 major components
(a) Computerization of land record
(b) Survey/re-survey
(c) Computerization of Registration.
The District has been taken as the unit of implementation, where all programme activities are to converge. It is hoped that all districts in the country would be covered by the end of the 12th Plan period except where cadastral surveys are being done for the first time.

1. How the Land records management systems are being modernized?
The land records are being basically managed by the Revenue Department and the property registration is being done by the Registration Department.
The NLRMP proposes to computerize Sub Registrar Offices & the Land Records Offices and integration of Registration and Land Records maintenance systems. In this way automatic mutation following registration will keep the land records up-to-date.
2. Who is implementing the Programme in the States/UTs?
The Revenue Departments in the States/UTs through their Heads of Departments or specific organizations created for the purpose, are implementing the programme.
3. When will a particular district be covered under the Programme?
The NLRMP is a demand driven programme. The State/UT prepares a State/UT Perspective Plan to cover different districts in different years. Funds to cover particular districts in a particular year are released according to the Annual Action Plan submitted by the State/UT to the DoLR.
4. What is the role of Panchayati Raj Institutions in the implementation of the Programme?
Role of Panchayati Raj Institutions will be governed by the provisions made in the State/UT Revenue Laws/Rules/Regulations and Manuals.
5. What role the Non-Governmental Organizations can play in the implementation of the Programme?
In order to streamline the implementation of the Programme and to achieve the targets within the proposed timeframe, the States/UTs may like to go for the PPP models in respect of certain activities under the Programme or outsource them on a turnkey basis.
The District Administration may also take help from the Non-Governmental Organizations in building up awareness about the Programme.
6. What are the charges for various certificates being provided?
Each State/UT fixes its own charges for various types of certificates being provided.
