IPDS :

The “Integrated Power Development Scheme” (IPDS) was launched by Ministry of Power, Government of India with the objectives of :

1. Strengthening of sub-transmission and distribution network in the urban areas;
2. Metering of distribution transformers /feeders / consumers in the urban areas.

3. IT enablement of distribution sector and strengthening of distribution network as per CCEA approval dated 21.06.2013 for completion of targets laid down under Restructured Accelerated Power Development and Reforms Programme (R-APDRP) for 12th and 13th Plans by carrying forward the approved outlay for R-APDRP to IPDS.

The scheme will help in reduction in AT&C losses; establishment of IT enabled energy accounting / auditing system, improvement in billed energy based on metered consumption and improvement in collection efficiency.

The estimated cost of the scheme with the components of strengthening of sub-transmission and distribution networks, including metering of consumers in the urban areas is Rs. 32,612 crore which includes the requirement of budgetary support from Government of India of Rs. 25,354 crore over the entire implementation period.

The component of IT enablement of distribution sector and strengthening of distribution network approved by CCEA in June, 2013 in the form of R-APDRP for 12th and 13th Plans will get subsumed in this scheme and CCEA-approved scheme outlay of Rs.44, 011 crore including a budgetary support of Rs. 22,727 crore will be carried over to the scheme of IPDS.

The projects will be sanctioned by the IPDS Monitoring Committee. After sanction of projects, contracts for execution of projects are to be awarded by States Discoms / Power Departments. The projects are to be completed within 24 months from date of award.

Approval of the scheme :
** The approval has been accorded for components (i) and (ii) above having scheme cost of Rs.32,612 crore including a budgetary support of Rs.25,354 crore from Government of India during the entire implementation period.

** The existing scheme of R-APDRP as approved by CCEA for continuation in 12th and 13th Plans will get subsumed in this scheme and will be continued as a separate component of IPDS for IT enablement of distribution sector (Part-A IT & SCADA projects under RAPDRP) and strengthening of distribution network (Part-B projects under RAPDRP) in the urban areas [component (iii) above].

The approved revised scheme outlay of Rs.44,011 crores for RAPDRP including budgetary support of Rs.22,727 crores will be carried forward to new scheme of IPDS in addition to the outlay indicated in para above.

** Office Memorandum No. 26/1/2014- APDRP dated 3rd December 2014 issued by the Ministry of Power in respect of Integrated Power Development Scheme (IPDS) is enclosed as Annexure-I.

These guidelines shall be applicable only for the components (i) & (ii) above of the scheme viz. Strengthening of Sub-transmission & Distribution system, including provisioning of solar panels on Govt. buildings including Netmetering, metering of feeders / distribution transformers / consumers in the urban areas and IT enablement of distribution sector.

All the existing operational Guidelines/ Standard documents/ procedures of R-APDRP shall continue to prevail for implementation of R-APDRP component.

All ongoing projects under component (iii) of the scheme will be implemented as per CCEA approval dated 21.06.2013, so as to ensure that commitment made / targets fixed under RAPDRP are achieved.

Work related to augmentation of existing sub-stations capacity by installation of higher capacity/additional power transformer, HT lines for reorientation/re-alignment , new distribution transformers and augmentation of existing distribution transformers etc is included in the scheme.
