The Scheme has the objectives of female literacy , delayed marraige , controlled family , social security at old age and public awareness.
It is proposed to cover the population of both the Districs of Andaman & Nicobar in the Scheme, except the primitive tribes. Girls attaining the age of 13 years will be inducted into the scheme.
Approximately 3000 girls will enter the scheme every year as per the present population statistics.
This figure is based on the current population of 2.77 lakhs and current birth rate of 20.5 per thousand, given an even sex ratio. For the purpose of calculation, the population figure has been rounded off to 3 lakhs.
About the Scheme :
The Scheme for “Planned Family” being implemented by the Directorate of Health Services (DHS), A & N Administration has the main features of
(1) The girls attaining the age of 13 years during the year will be eligible for the total benefits of the scheme including ‘Small Family Norm’ and the supportive schemes of ‘Incentive for Literacy’ and ‘Incentive for delayed marriage’.
(2) Second group of girls in age group of 14 to 18 years would also be eligible for the benefit under this scheme provided they get their names registered. However, these girls will be eligible for ‘Small Family Norm’ and ‘Incentive for delayed marriage’. They will not be eligible for ‘Incentive for Literacy’.
(3) Third group of girls in the age group of 19 to 21 years will also be eligible for benefits under this scheme provided they get their names registered. However such girls will be eligible for ‘Small Family norm only’ and not for ‘Incentive for Literacy’ and ‘Incentive for delayed marriage’.
(4) On attaining the age of 50 years, the beneficiary will be paid a lump sum amount as incentive depending on whether she has one living child or two living children or no child.
This means, that girls registering at the age of 13 years under this scheme, will become eligible for all incentives under the scheme in future, if they fulfill the eligible conditions for that incentive at that period of time.
Any girl registering in the later stages will only be eligible for the future incentives that are covered under the scheme and will not be eligible for the incentives applicable for previous periods.
For availing the benefits of the scheme, each beneficiary has to open an account in an authorized national bank which has been designated for this purpose.
Objective of the Planned Family Scheme :
The objective of the Planned Family scheme is manifold. It includes
1. To keep the population of A & N islands under control by encouraging the adoption of small family norm
2. To improve the literacy status of the girls
3. To discourage early marriage among girls
4. To provide social security for women of the UT in old age.
5. To do all other things which are incidental to the above objects.
Incentive for Delayed Marriage :
All girls entering the ‘Planned Family scheme’ at the age of 13th and 18th year will be paid an incentive of Rs 2,000/= (Rupees Two Thousand only) for delaying marriage up to 21 years and an additional amount of Rs 500/= (Rupees Five Hundred only) for each year of further delay subject to a maximum of additional incentive of Rs 2,000/= (Rupees Two Thousand only).
