FAQ On Identity Certificate

1. What is an Identity Certificate?
Identity Certificate (IC) is normally issued to Tibetan Refugees residing in India, from the Regional Passport Office, Delhi (RPO Delhi) on recommendation by the Bureau of His Holiness the Dalai Lama (HHDL), New Delhi. In addition to Tibetan refugees, Stateless people residing in India may also apply for Identity Certificate at the Passport Office within whose jurisdiction they are currently residing.

IC issuance is subject to clearance by Ministry of External Affairs (Consular, Passport and Visa (CPV) Division). In addition, clearance by State Government (Department of Home Affairs / Police) / FRRO is also required for grant of No Objection to Return to India (NORI) to be stamped on the Identity Certificate.

2. Where can I get the Application Form for Identity Certificate?

3. Where can I submit the Application Form?
Tibetan Refugees residing in India need to apply at RPO Delhi. Stateless people residing in India need to apply at the passport office within whose jurisdiction they currently reside.

4. What would be the validity of an Identity Certificate?
Identity Certificate is generally issued for 10 years.

6. What is a Passport Seva Kendra (PSK)?
Passport Seva Kendras are extended arms of Passport Offices and render front-end services related to passport issuance. These Kendras cover functionalities from token issuance to granting of application for passport issue/re-issue and other services.

7. What is a Passport Office (PO)?
Passport Offices (PO) are vested with the authority to issue passports, besides revocation and impounding and exercise control over the PSK(s) under them. They handle all back-end functions required for processing all passport applications.

The POs are responsible for
(i) printing
(ii) lamination
(iii) dispatch of Passports,
(iv) liaison with MEA Hqs, state /UT admn and police,
(v) PVR review,

(vi) besides attending to
(i) establishment matters,
(ii) legal cases,
(iii) RTI cases and
(iv) financial matters.

8. What are the various locations where I can submit my application for obtaining a passport?
You can submit Passport Application Form Online.

9. What are the various channels through which I can apply for Police Clearance Certificate (PCC)?
For Police Clearance Certificate (PCC) you need to fill the PCC Form online via e-Form Submission (preferred) or via Online Form Submission. For submitting your PCC application online, you need to register yourself as a user on the website(www.passportindia.gov.in). To create your user account, please click on “Register” link on Home page.

10. Where can I submit the diplomatic /official passport application form?
Normally applications for diplomatic and official passports are entertained only at the Consular, Passport and Visa (CPV) Division, Patiala House, New Delhi. However, you may apply at the Passport Office having jurisdiction over your present residential address.
