Procedure For Obtaining CE :

General Procedure For Issuing New Certificate Of Enlistment :
Steps for issuing Certificate of Enlistment are as under :
** The intending Licencee will procure Application Form from the specified counter.

** The Application Form duly filled in, along with K.MC. Property Tax Receipt and other supporting document as a proof of occupancy/ownership of the business place to be submitted to the Licence Department.

** The In-charge of the Receiving Section will then check and verify the documents submitted along with the Application Form immediately.

** If those are found to be in order, the In-charge will send the Form(s) alongwith the enclosures, if any immediately to the Head of the Department/Unit Offices (L.O./Concerned D.L.O) seeking permission for processing further.

** Head of the Department will then, accord permission for assessment, depending upon the merit of the case and send it to the DLO/ALO/LI/Bailiff concerned.

** Then after inspection and verification of the business place as well as the documents, C E will be issued either by Bailiff/Sub-Inspector through Bailiff Book or demand generated through Counter on the basis of recommendation of issued by Licence Inspector concerned. After payment, this demand becomes valid Certificate of Enlistment.

General Procedure For Renewal Of Certificate Of Enlistment :
Steps for renewal of Certificate of Enlistment are as under :
** Since 2003-2004 The K.M.C. introduced a new procedure for renewal of Certificate of Enlistment.

In this system, demands for renewal for a year, are generated through Computer centrally for all the traders who have come under the purview of Certificate of Enlistment pertaining to the year for which demand for renewal are generated.

Then the demands are sent to the traders directly Under Certificate of Posting. On the backside of the Demand, instructions along with and contact Nos./Help line Nos. are printed.

The traders are required to deposit the amount mentioned in the demands to any of the e-Kolkata Centre they like. The demand, after payment, becomes the Certificate of Enlistment for the year.

Certificate of Enlistment :
Provision Of The Kolkata Municipal Corporation Act 1980 :
Licence Department Kolkata Municipal Corporation issues Certificate of Enlistment, by virtue of Chapter XIII containing Section 199(1) & 199(2) with provisos of KMC Act 1980 read with the Schedule of Rates/Fees/Charges of Licence Department as approved by Corporation in its Budget meeting for any financial year.

By virtue of the said section, Licence Department acts as the nodal department collecting fees/charges of co-lateral sections also.

Some Clarifications :
** Doctors’ Clinic :
If only one physician attends the clinic and the Licencee & the physician are two different persons. In such case a declaration from the attending physician regarding this fact accompanied by his/her IMA Registration No. is necessary.

** Doctors’ Polyclinic :
If more than one physician is attending a clinic and the Licencee may be one or more of the attending physicians or a different person. In such case a declaration from the attending physicians is required stating this fact along with their IMA Registration Numbers.

** For Trades liable to pay Water Supply Fees separately :
i).For ICI consumers, Receipt of current years Water Supply Fees along with receipt of current years Drainage & Sewerage Fees.
