MOUD NERUDP Scheme
The North Eastern Region Urban Development Programme (NERUDP) Phase-I is being implemented by the Ministry of Urban Development (MoUD) with the financial assistance from Asian Development Bank (ADB).

It covers capital cities of 5 North Eastern States viz. Agartala (Tripura), Aizawl (Mizoram), Gangtok (Sikkim), and Kohima (Nagaland).
The project covers priority urban services viz.
(i) Water Supply,
(ii) Sewerage and Sanitation, and
(iii) Solid Waste Management.
In addition, Project Management and Capacity Development of the ULBs through institutional and financial reforms have also been included so that the ULBs become capable of planning and implementing infrastructure projects.
Objectives of the scheme
a. To improve quality of life of urban residents
b. To enhance urban productivity through improved infrastructure and services, and
c. To build capacity for enhanced urban governance, finance and service delivery systems through institutional and financial reforms with the support of Design Construction, Supervision and Monitoring Consultants (DSMC), and (ii) Institutional Development Consultants (IDC)
Coverage : capital cities of 5 North Eastern States viz. Agartala (Tripura), Aizawl (Mizoram), Gangtok (Sikkim), Kohima (Nagaland), and Shillong (Meghalaya)
Sectors covered : (i) Water Supply, (ii) Sewerage and Sanitation, and (iii) Solid Waste Management
Cost : total estimated cost of 1371.4 crore. ($ 285.7 million @ 48/$)
Financing plan : 70% assistance by ADB as loan, 30% by GoI

b. Release to states : 90% grant and 10% loan
Reforms
The scheme includes following reforms to ensure improvement in urban governance, basic service delivery and operation and maintenance :
(i) strengthening of municipal bodies – decentralisation of urban services and transfer of responsibility and resources to ULBs
(ii) restructuring of PHED/municipal body and creation of one single city ring fenced area headed by a senior officer.
(iii) migration to accrual based double entry accounting system and computerisation
(iv) rationalisation and implementation of volumetric water charges, solid waste collection charges and other user charges for basic services
(v) implementation of GIS based property tax system
(vi) introduction of gender action plan (women’s participation)
(vii) e-governance
Capacity Building & Investment Programme Management
Capacity Building, Institutional Development And Investment Programme Management :
This consists of recruitment of (i) Design Construction, Supervision and Monitoring Consultants to support execution of project activities – civil works and procurement and installation of equipments, and
(ii) Institutional Development Consultants to assist in implementation of municipal and financial reforms including
a) safeguards compliance studies;
b) community awareness programs,
c) compost marketing studies;
d) non-revenue reduction programs, power and water audits;
e) private sector participation opportunities studies
f) water utility reform program focusing on asset management improvement
