Procedure for Applying NOC

Step 1 : Any individual applicant/firm/ Government organization who wants to get the clearance from NMA on their proposed sites of construction/reconstruction which falls within the limit of any centrally protected monuments/sites is required to complete Form-I as provided in the website.

Step 2 : After successful submission of Form-I by the individual, it has to be verified/inspected by the respective Competent Authorities of respective states.
Step 3 : After completion of Step 2, the Competent Authority is required to complete Form-II at their level.

Step 4
: On successful submission of Form-II by the Competent Authority, the application will be forwarded to NMA for further consideration/decision.
Step 5 : After completion of step 4, the decision of NMA will be made available on the Competent Authority/applicant portal.

Form – I :
This form is to be filled up by any individual applicant/firm/Govt. organization who wants to get the clearance from the National Monuments Authority on their proposed sites of construction/re-construction which falls within the limit of any centrally protected monument/sites.

The form contains the details on the proposed work with the enclosures on the building plans, maps, property papers etc.

Form – II :
This form is to be filled up by the concerned Competent Authority in respect of the applicant who has applied in Form-1 for NOC/clearance from National Monuments Authority.

The basic details of this form contain the details of Form-1 as submitted by the individuals; this also includes several reports e.g. inspection report, Impact Assessment report etc. with the specific comments and recommendations of the Competent Authority.

Height Restrictions in Delhi :
a) Residential = 18 mtr [15 mtr building height + 3 mtr roof top structures]
b) Commercial/Institutional = as per the restriction in MPD 2021

The heights will be treated as guidelines till such time the monument specific heritage bye laws are framed. Individual cases will be decided upon by NMA.

FAQs

1. Why do I need NOC from NMA?
Any individual person/firm/govt. org who intends to carry out construction/reconstruction on their properties which fall within the limit of any centrally protected monuments/sites, need to apply for NOC from NMA prior to proceeding with the construction/reconstruction.

2. Which area falls under NMA jurisdiction?
Area within 300 metres radius of any centrally protected monuments/sites falls under NMA jurisdiction.
