Obtaining Planning Permission :
The Director of Town and Country Planning, 807, Anna Salai, Chennai 2, accords technical sanction to the layout , advises on appeal against the orders on the refusal of building plans by the local authorities and forward to the Government with the recommendations on the request application for change of Master Plan land use.

Regarding the Detailed Development Plan change of land use, the Director accords sanction.
The department does not entertain any application directly from the public for the above mentioned activities. It entertains application of the individuals only through local authorities namely, local bodies, Special Village Panchayat / Panchayat Union/ Municipality/ Corporation. The applications are received at Head office only through Regional Deputy Director of Town and Country Planning and Planning Authorities. Three types of applications are available.
** Form to get technical sanction to the layout.
** Form of the appeal against the orders of the refusal of building plan by the local authorities.
** Form for change of land use in the existing use of Master Plan and Detailed Development Plan areas into other uses.
Procedure to obtain technical sanction to the layouts :
** The applicant should submit application to the local body along with the Form No.1.
** The local body or Local authorities in turn scrutinize and forward the same to the Director of Town and Country Planning, Chennai to get technical sanction.
** If the layout application does not fulfill all the requirement either it may be returned or refused.
** After the approval of office copy of the layout map, the applicant is requested to pay at the rate of Rs.100/- per plot through State Treasuries/District treasuries/State Bank of India (Treasury Branch, Chennai) as Centage Charges. After receiving the centage charges and after handing over the layout road and parks to the concerned local bodies, approved layout map shall be sent to the local body, from the local body get the applicant may get approved maps.

** Collection of payments for services rendered (0217-03-800 AA 0102).For this, the forms to be used are given in Annexure I (both English and Tamil version).
FAQs :
1) Is the Planning Permission same as building license issued by the Local Body?
No. The Planning Permission is issued by the Town and Country Planning Department and it is different from the building license. A developer needs to obtain both.
2) How do I obtain Planning Permission?
You have to apply to the concerned Local Planning Authority or Municipal Corporation or Town Panchayat or Village Panchayat, which would based on the power delegated to them either issue the planning permission themselves or refer to the office with jurisdiction for issue of planning permission.
3) What are the Powers delegated to the various offices?
Up to 2000 Sq.ft for commercial building (G+1) or 4000 Sq.ft for Residential building restricted to G+2, No delegation for approval of layouts.
Office of the Member Secretary, Local Planning Authority/ Regional Deputy Director/ Member Secretary, New Town Development Authority Ordinary building and Special building Upto 25000 Sq.ft., School building without restriction on area. Industrial building/ installation without restriction on the floor space.
Layout : Up to 5 acres in urban areas 10 acres in rural areas. All buildings not falling in the above categories are approved by the Directorate.
4) What is a plan area in DTCP?
Plan areas are those areas in Tamil Nadu other than CMDA areas, wherein the Department of Town and Country Planning has prepared Master Plan which are duly approved by the Government.
5)What is a Non-Plan area in DTCP?
Non-Plan areas are those areas other than plan areas within the jurisdiction of DTCP, which do not have an approved master plan.
6)What is the validity of Planning Permission?
The Planning Permission is valid for 3 years and it can be renewed for another period of 3 years on the application before one month of the expiry of the first permission.
7)How is a Plan area and Non-Plan area, relevant to a land owner/ developer?
Plan area is the one wherein Master Plan for entire area with zonation (namely: Residential, Commercial, Educational, Public and Semi Public, Industrial and Agricultural) has been done by this department.
Any development in these areas should conform to the zoning and in case development is not conforming to zonation reclassification will have to be obtained from the Government. In Non-Plan areas, the technical sanction of Directorate has to be obtained and if the development is in a wet land the NOC from the District Collector is a prerequisite.
