What is Rajasthan State Public Procurement Portal?
The Rajasthan State Public Procurement Portal of Government of Rajasthan has been set up in pursuance of provisions of section 17 of Rajasthan Transparency in Public Procurement Act, 2012. It is accessible to general public so as to enable them to know about the activities of public procurement of goods, works and services by Department of State Government, State Public Sector Enterprises, anybody covered under the ambit of the Act.

The portal has provisions for such bodies to publish their Bid Enquiries, Pre-qualification documents, Bidder registration documents, Bidding documents, amendments, clarifications including those pursuant to Prebid conference, and corrigenda thereto, list of pre-qualified and registered bidders, list of bidders excluded under section 25, with reasons, decisions under section 38 and 39, Award of Contract and details of successful Bids, their prices and bidders, particulars of bidders who have been debarred.

Who shall be a procuring entity?
Procuring entity shall be an entity as described in Section 3 (2) of the Rajasthan Transparency in Public Procurement Act, 2012.
Who is responsible for the preparation of the bid documents?
As per rule 3 of the RTPP Rules, 2013, the committee, formed for this purpose, shall prepare the bid documents for the proposed procurement.
Who is competent to decide whether or not to adopt single source procurement method?
The procuring entity itself is competent to choose the method of procurement out of the methods prescribed under Section 28 of the RTPP Act and Rule 14 of the RTPP Rules.
Who can upload bid documents at SPP Portal?
The procuring entity concerned.
Which committees are to be formed for appropriate completion of the procurement process?
The formation of committees for the procurement process is provided in rule 3 of the RTPP Rules, 2013.
Whether the procuring entity can enter into negotiations with the bidders for the reduction in the prices?
As per the provisions of Rule 69 of RTPP Rules, 2013, to the extent possible, no negotiations shall be conducted after the pre-bid stage but if ring prices have been quoted by the bidders for the subject matter of procurement or the rates quoted very considerably and considered much higher than the prevailing market rates, procuring entity has full powers to undertake negotiations with the lowest or the most advantageous bidder only.
When should the written invitation of bids under limited bidding method be sent to bidders?
As per Rule 16(2)(a) of the RTPP Rules, 2013, in case of limited bidding, the uploading of bid invitation on SPP Portal and sending the written invitation to the bidders is to be done on the same day.
When can be method of single source procurement opted for?
The single source method of procurement can be adopted in the conditions as provided in section 31 of the RTPP Act and the rule 17 of the RTPP Rules.
What shall be the timeframe for the process of procurement under swiss challenge method?
The time frame for the swiss challenge method of procurement has been provided at rule 79M of the RTPP Rules.
What shall be the eligibility criteria for a project proponent?
The eligibility criteria for a project proponent shall be as provided in rule 79N of the RTPP Rules.
