How To Book Parcel Van in Indian Railways?
Customers can book Parcel Van by making a request in the Parcel Office. Following are the steps to book a single Parcel Van/Luggage Compartment.

Registration:
Parcel Office of the station from which he or she wants to book a space in Parcel Space by paying a fee along with the demand details including date of requirement of demand against which a money receipt will be issued.
Allotment:
Allotment of Parcel Van is done as per availability, accordingly date of allotment is given with placement date and time to the customer for Loading.
Booking:
After the Release of Parcel Van after loading by the customer, he/she goes to booking counter with demand and loading details. Customer fills Forwarding Note, against which Railway Receipt is issued for booking with charges is collected from the customer as per the Railway Rules.
Attachment:
After this the Parcel Van will be attached with the Train booked.
Unloading and delivery:
At the destination Parcel Van will be provided to the customer for Unloading its material. When the materials are unloading it can be removed from railway premises after the issue of Gate Pass.
Advance Booking:
To enable major parcel loading parties to plan their logistics in a better way, advance indenting of parcel space in SLRs, Parcel Vans attached to passenger carrying trains, and time table Parcel Special Trains are allowed. Advance indenting of Parcel Vans to be attached to passenger carrying trains and time tabled Parcel Special trains are permitted 120 days in advance subject to payment of Wagon Registration Fee.
The advance booking of space in SLRs, Parcel Vans (non indented) attached in passenger carrying trains, and time tabled parcel special trains shall be permitted 120 days in advance subject to payment of 10% of the total freight by the customer at the time of booking. Balance payment (90%) of the freight shall be ensured at least 72 hours before the scheduled departure of the train- failing which the advance booking will be cancelled and advance freight will be forfeited.
Half (50%) of the advance freight shall be refunded in case the booking is cancelled at least 72 hours before the scheduled departure of the train. However, there shall be no refund if the cancellation is done after the deadline of the 72 hour before the scheduled departure. In case of railways failure to provide parcel space in train on account of cancellation of train or for any other reason, full advance shall be refunded to the party.
What is Indian Railways Lease Booking Scheme?
Under this scheme Parcel Space including SLR and Parcel Van is leased out to the registered lease holders through tenders. Lease holder can function as aggregator on behalf of customers. This scheme is covered by the comprehensive parcel policy 2014. Prospective lease holders are required to get themselves registered here or with the concerned division/zonal railway head quarter in order to participate in leasing tenders.
For leasing of parcel space of the compartment of brake vans (SLR) there will be four types of lease, depending upon the duration of the lease contract.. These are classified as below, Parcel Vans (VPHs/VPUs/VPs/VPRs etc) shall be leased out on round trip basis, only on long term contract through open tenders.

What is Parcel Cargo Express Train Scheme?
Under the ‘Parcel Cargo Express Trains (PCET)’ scheme, the entire parcel capacity of PCET comprising of Parcel Vans (with CC of 23 tonnes each) is leased out between specific originating-destination stations (on round trip basis), to private operator by inviting bids through open tenders.
PCET Contracts remain valid for a period of 06 years. For an initial period of six months, the minimum composition for PCET shall be 15 Parcel Vans + 1 Brakevan (CC-4 tonnes), thereafter the minimum composition shall be revised to 20 Parcel Vans + 1 Brakevan.
