What is Chief Minister’s Youth Development Scheme?

Objectives of the Chief Minister’s Youth Development Scheme

a. To provide creative outlets to the Youth for positively channelling their energies and to strengthen the spirit of good citizenship, service to society and healthy social attitudes and orientation.
b. To strengthen the commitment of youth to nation building, national unity and integration.
c. To develop cooperative attitudes and working relationships between the administration and youth.
d. To develop the aptitudes and skills of youth and to turn them towards productive employment.
e. To increase awareness of youth and motivate them for social and economic development.

Physically Challenged [Differently abled], Unemployed, Students, Citizen, urban areas, rural youth, Rural/Urban Youth

How To Avail Chief Minister’s Youth Development Scheme?

This scheme shall extend financial aid to the following registered entities through the office of the respective Deputy Commissioners:

a. Societies and Cooperatives
b. Voluntary Organisations
c. Youth/Cultural Clubs and Associations
d. Not for profit organisations
e. Socia Cultural Clubs
f. Alumni Associations
g. Community level youth institutions/organisations/groups
h. Registered Sports Associations and Entities
i. District Level State Government Departments

Formulation & Execution of the Scheme

a) The Deputy Commissioners will formulate projects through the respective Screening Committee in consultation with Youth Organizations etc. in conformity with the objectives and guidelines of the scheme. The Deputy Commissioners will furnish copies of projects/activities proposed to be under during the year including projects with cost below Rs.50,000 to the Department of Sports & Youth Affairs on or before the thirtieth of June every year.

b) The Department of Sports & Youth Affairs will place all the schemes before the Committee of a group of Ministers constituted by the Government during the second week of July each year for perusal and for clearance of projects with financial involvement exceeding Rs.50,000/- each. The list of projects including those with financial involvement below Rs.50,000/- each will be furnished to all Deputy Commissioners, the Directorate of Sports & Youth Affairs and the Department of Planning and Finance and Chief Minister’s Secretariat.

c) The Deputy Commissioners will sanction projects under the scheme if the cost of single project does not exceed Rs.50,000/- only. Beyond this limit the Deputy Commissioners will issue sanction with prior approval of the projects by the Nodal Department.

d) The Deputy Commissioners will implement projects under this scheme and monitor and evaluate the impact of the projects con-currently. They will furnish an impact assessment of the projects taken up during preceding year to the Nodal Deptt and Planning Department and Chief Minister’s Secretariat at the time of submission of the list of projects/activities to be taken under the scheme.

e) The fund under the scheme is being released by the respective Deputy Commissioners in the form of grant-in-aid. In all such cases utilization certificates from the beneficiaries should invariably be obtained and all procedures requirements and financial propriety ensured. Detailed accounts will be maintained by the Deputy Commissioners for all expenditure incurred under the scheme.
